On the last day of July, another official from the Guizhou Political Consultative Conference fell from grace. According to the website of the Central Commission for Discipline Inspection and the National Supervisory Commission, Xiong Dewei, Secretary General of the Guizhou Provincial Committee of the Chinese People's Political Consultative Conference, member of the Party Group, Secretary of the Party Group, and Director of the Office, is suspected of serious violations of discipline and law and is currently undergoing disciplinary review and supervision investigation by the Guizhou Provincial Commission for Discipline Inspection and Supervision.
Before his downfall, Xiong Dewei had been serving in the Guizhou Provincial Political Consultative Conference for over three years. In January 2020, he was appointed as the Secretary General of the Guizhou Provincial Committee of the Chinese People's Political Consultative Conference, a member of the Party Group, the Secretary of the Party Group of the government, and the Director of the Office, until this investigation. Earlier, he had served as the Director of the Ecological Environment Department of Guizhou Province and the Deputy Secretary of the Tongren Municipal Committee. Xiong Dewei had previously served as a leading cadre in local, provincial, and CPPCC systems, but now he has been arrested on suspicion of serious violations of discipline and law. Further investigation is needed to determine which periods of his tenure were involved in his violations of discipline and law.
It is worth noting that in recent years, several officials in the Guizhou Provincial Political Consultative Conference system, where Xiong Dewei last served, have been investigated, including provincial and ministerial level "tigers". Just last month, Zhou Jiankun, former Deputy Secretary of the Party Group and Vice Chairman of the Guizhou Provincial Political Consultative Conference, was expelled from the Party and public office.
After investigation, Zhou Jiankun lost his ideals and beliefs, lost his people's position, abandoned his duties and missions, failed to implement the major decisions and deployments of the Party Central Committee on poverty alleviation and consolidating and expanding the achievements of poverty alleviation, used poverty alleviation projects for personal gain, seriously damaged the interests of the Party and the people, failed to fulfill the main responsibility of comprehensive and strict governance of the Party, engaged in the "Seven Haves", and opposed organizational review; Ignoring the spirit of the central eight point regulations, engaging in formalism and bureaucracy, being enthusiastic about creating public opinion, and illegally accepting gifts, gifts, and banquets; Not reporting personal matters in accordance with regulations, and not truthfully explaining issues during organizational conversations; Violating the rules by holding shares of non listed companies and engaging in rights trading; Improper performance of duties; Engaging in power rent-seeking and family style corruption, recklessly collecting money and wealth, using their position to facilitate others in business operations, project contracting, and other aspects, and illegally accepting huge amounts of property.
In March of this year, Li Zaiyong, a member of the Party Group and former Vice Chairman of the Guizhou Provincial Committee of the Chinese People's Political Consultative Conference, fell from power. He is also the first tiger seized by the Central Commission for Discipline Inspection in Guizhou this year. On the day of Li Zaiyong's downfall, an expanded meeting of the Standing Committee of the Provincial Party Committee was held in Guizhou. The meeting emphasized that party members and cadres, especially leading cadres, in the province should take the Li Zaiyong case as a mirror, achieve self reflection and alarm ringing, consciously regard firm ideals and beliefs as a lifelong issue, and consciously resist the temptation of corruption from the depths of their hearts.
Looking further ahead, in addition to the deputy ministerial level "tigers" Zhou Jiankun and Li Zaiyong, there is also a ministerial level "tiger" in the Guizhou Provincial Political Consultative Conference who was sentenced to death with a reprieve by the court for bribery in January last year. He is Wang Fuyu, former Party Secretary and Chairman of the Guizhou Provincial Political Consultative Conference. Previously, Wang Fuyu was investigated in February 2021 and expelled from the party in August of the same year. In 2018, he had already retired at the age of serving as the Chairman of the Provincial Committee of the Chinese People's Political Consultative Conference.
After trial and investigation, it was found that from 1995 to 2021, Wang Fuyu took advantage of his position as Secretary and Mayor of the Qiongshan Municipal Committee of the Communist Party of China, Standing Committee Member of the Hainan Provincial Committee of the Communist Party of China, Secretary of the Sanya Municipal Committee of the Communist Party of China, Deputy Secretary of the Hainan Provincial Committee of the Communist Party of China, Secretary of the Haikou Municipal Committee of the Communist Party of China, Deputy Secretary of the Guizhou Provincial Committee of the Chinese People's Political Consultative Conference, Vice Chairman and Chairman of the Guizhou Provincial Committee of the Chinese People's Political Consultative Conference, and leading cadres at the ministerial level in Guizhou Province. Through the actions of other state officials in their positions, Wang Fuyu provided assistance to relevant units and individuals in enterprise management, planning approval, position adjustment, case handling, and other matters. He directly or illegally received property from the above-mentioned units and individuals, totaling more than RMB 434 Yuan. Among them, the property worth over 4.8 million yuan has not been actually acquired, which belongs to attempted crime. From 2019 to 2020, Wang Fuyu resigned and used his influence to receive gifts from others, totaling more than RMB 17.35 million.
