This year marks the 5th anniversary of the construction of the China Shanghai Cooperation Organization Local Economic and Trade Cooperation Demonstration Zone located in Qingdao, Shandong Province.
After 5 years of hard work, the "SCO Demonstration Zone" has formed a set of replicable and promotable successful experiences, and Qingdao has become a new highland for opening up to countries around the world, especially the Shanghai Cooperation Organization countries.
Recently, the central media reporter team visited institutions such as "SCO Shanghai Entrepreneurship Port" and "SCO Pearl International Expo Center" located in the "SCO Demonstration Zone" to conduct special interviews on the transformation of scientific and technological innovation achievements and the introduction and cultivation of scientific and technological innovation talents.
Building a platform to accelerate the transformation of achievements
Attracting investment and talent, also known as "dual recruitment and dual attraction", is the top priority for the SCO Shanghai Entrepreneurship Port to build an innovation demonstration park and promote the industrialization of scientific research projects.
As one of the important support platforms for the "SCO Demonstration Zone", the "SCO Shanghai Entrepreneurship Port" is an offshore "Shanghai enclave" created by Qingdao, located at the Guoding Road Entrepreneurship Public Training Base in Yangpu District, Shanghai. Relying on the advantageous resources of the countries along the "the Belt and Road", the SCO countries, and the "Yangtze River Delta" region, it explores the construction of an integrated platform for industry, university and research in four major areas, namely, investment attraction, talent and intelligence recruitment, project incubation, and industry university cooperation, aiming to build a "bridgehead" that connects Shanghai and the world.
After years of hard work, "SCO Shanghai Entrepreneurial Port" has delivered a gratifying transcript. It is understood that as of June 2023, "SCO Shanghai Entrepreneurship Port" has incubated 217 innovation and entrepreneurship projects and successfully registered 142 enterprises.
Ha'ai Group is the operator of "SCO Shanghai Entrepreneurship Port" and also a well-known domestic university science and technology innovation service institution. Jiang Gongbao, the chairman of the group, pointed out that in recent years, Ha'ai Group has fully leveraged the platform advantages of "SCO Shanghai Entrepreneurship Port", gathered and integrated high-quality resources from universities, research institutes, and incubators, and built an ecosystem of entrepreneurial talents, entrepreneurial projects, and industrial services, achieving significant results.
The non drug disinfection robot project is one of the first incubated projects settled in the "Shanghai Cooperation - Shanghai Entrepreneurship Port", and is also the disinfection and sterilization robot and cloud disinfection management system developed by the doctoral entrepreneurial team of Fudan University. With the support of technologies such as 3D laser fence and multi-sensor scene adaptation, this disinfection robot can adaptively plan disinfection plans based on environmental characteristics and upload disinfection status to the cloud system, ensuring that disinfection work is certified and traceable. The non pharmaceutical disinfection robot served at the Beijing Great Hall of the People during the 2020 National People's Congress and was responsible for normalized epidemic prevention and control work.
The "3D Modeling LIDAR and Autonomous Driving Chip" project is another example of innovative achievement transformation. The leading scientist for this project is Taiwanese chip development expert Liao Jiewei. As a former senior technical expert at Huawei HiSilicon, the team led by Liao Jiewei has global leading capabilities in chip system research and algorithm development, providing complete solutions for autonomous driving, mobile phone modules, and chip design. In 2021, this project was recommended by "SCO Shanghai Entrepreneurship Port" and won the gold medal in the SCO Global Talent Innovation and Entrepreneurship Competition and financial support from Jiaozhou City. After the project was launched, the revenue in the first quarter exceeded ten million yuan.
International exchange promotes talent coupling
Talents are the source of innovation. "SCO Shanghai Entrepreneurship Port" adheres to "open source" as the starting point, and uses government supported non-governmental organizations and professional associations as the main execution platform to attract high-level talents. It is understood that "SCO Shanghai Entrepreneurship Port" has established an expert database for six industry categories: high-end equipment manufacturing, finance, biopharmaceuticals, cultural creativity, new energy and new materials, and new generation information technology. As of now, the expert database has accumulated more than 300 people.
Dutch expert Sun Jie is a specially appointed professor at Tongji University. As the leading talent for industrial entrepreneurship in Mount Taishan, Shandong Province in 2022, he led the project team of "Meta Universe Data Collection Trading Platform" based on blockchain technology, committed to expanding the boundaries of art collection. This is the first cultural and creative Mount Taishan industrial entrepreneurship leading talent project in Shandong Province. It has landed in the "SCO Demonstration Zone" and is working hard to build a SCO digital collection trade museum.
The SCO Shanghai Entrepreneurship Port has also attracted professors and experts from well-known universities in Shanghai, such as Fudan University, Shanghai University of Finance and Economics, Shanghai Jiao Tong University, and Shanghai University of Traditional Chinese Medicine. They conduct research in high-tech fields such as flexible automation control, anti-inflammatory and immune regulatory drugs, nanomaterial preparation, and integrated circuit design, creating a dual engine of talent aggregation and technological innovation to achieve high-quality development.
Wang Dong, co-founder of Ha'ai Group, introduced that thanks to the successful experience of "SCO Shanghai Entrepreneurship Port", in 2022, the group will further expand the scope of "enclave talent attraction" and establish "one center and N stations" overseas enclaves in the SCO demonstration zone. By exploring domestic and foreign resource elements, establishing an effective docking mechanism, and creating a "talent enclave" model jointly managed and created by domestic and foreign institutions, universities, enterprises, and associations. By establishing innovation and entrepreneurship workstations in countries such as Belarus, Singapore, Russia, Uzbekistan, and Pakistan, we have opened up channels for talent transfer, technology input, and industry university cooperation, allowing more talent resources to interact and couple in the "SCO Demonstration Zone", achieving value doubling.
"In March of this year, I led a team to Uzbekistan to coordinate with local universities and research institutes on international 'talent enclave' construction, international scientific and technological cooperation, and international youth talent introduction. During this period, I deeply felt the vast space for international scientific and technological cooperation and talent exchange, which also strengthened our confidence and determination to accelerate international talent interaction." Wang Dong recalled.
Integration of industry and education, creating cooperation examples
The "SCO Pearl International Expo Center", known as the "SCO Demonstration Zone National Reception Hall," is a comprehensive new space that integrates functions such as conference and exhibition, sightseeing tourism, product exhibition and cultural exchange, commercial services, etc., providing a "one-stop" cultural experience. This showcases the development concept and open layout of the "SCO Demonstration Zone", which continuously promotes the development of international logistics, modern trade, two-way investment cooperation, and business, tourism, and cultural exchanges, as well as the construction of the Shanghai Cooperation Organization School of Economics and Trade.
To attract and nurture talents. Relying on the "SCO Demonstration Zone", the Shanghai Cooperation Organization School of Economics and Trade focuses on economic and trade and international scientific and technological cooperation, "builds a platform" for SCO countries to "nurture talents" and multilateral economic and trade cooperation, and creates an open platform for cooperation with SCO countries and countries along the "the Belt and Road" in talent training, scientific research, achievements transformation, think tank construction and other aspects.
The Shanghai Cooperation Organization School of Economics and Trade promotes the integration of industry and education, building a bridge between talent cultivation and industrial needs. The college has comprehensively strengthened exchanges and cooperation with well-known universities in Russia, Pakistan and other countries, innovated the "demand+training+practice" education and training cooperation model, and has launched 133 classes including cross-border import basic courses and Kazakhstan special courses. More than 9900 people from the SCO and countries along the "the Belt and Road" attended the training.
The SCO Demonstration Zone is striving to connect high-tech achievements with the forefront of education and industry. Recently, the 2023 SCO National Poverty Alleviation Training Course was held in Qingdao. The organizers arranged for students to learn about new agricultural mechanization technologies, intelligent breeding equipment, and gene breeding for high-yield crops. "These agricultural enterprises are thriving and have left a deep impression on me. It's not a waste of time," praised Rexenov, the mayor of Karabalta, Kyrgyzstan
In the SCO Demonstration Zone, a science and education park without walls is being formed, which is further promoting exchanges between SCO countries, creating a model of science and technology innovation cooperation that integrates industry and education, and deepening mutual exchange in the SCO "circle of friends".
"After returning to China, I will apply what I learned in the 'SCO Demonstration Zone' to practice and become an ambassador between China and Tajikistan," said Wu Peng from Tajikistan.
