Groups of 2 to 4 people shuttle through the disaster area, measuring the water level with a ruler and marking damaged data on a map. Recently, Mentougou District in Beijing organized and arranged 16 planning teams and hundreds of planners to conduct post disaster status assessment and planning in 178 villages. Obtaining first-hand information provides data support for the formulation of post disaster reconstruction plans, which provides useful reference for scientific post disaster recovery and reconstruction work.
The recent meeting of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee pointed out that "we should make good use of disaster relief funds and accelerate recovery and reconstruction.". For projects that are urgently needed for the production and daily life of the people, such as repairing damaged farmland and agricultural facilities, rebuilding public facilities such as schools, providing credit support and insurance claims in disaster areas, every effort must be made to overcome difficulties and accelerate the organization and implementation as much as possible. For the construction of disaster prevention, reduction, and relief capabilities that have a long-term impact, we must adhere to seeking truth from facts and scientific planning, identify weak links, coordinate current and long-term development, and achieve a combination of point and surface aspects and orderly progress. Scientific arrangement of reconstruction projects is necessary to improve the efficiency of disaster relief fund utilization and minimize the impact of disasters on economic and social development and people's lives.

The more it is like this, the more we must adhere to systematic thinking and scientific planning.
