The two provinces have established the first cross provincial ecological compensation pilot program in China, which compensates upstream for water quality that does not meet standards; downstream compensates upstream for water quality that meets standards, commonly known as "water quality betting". Now, after three rounds of ecological compensation pilot projects, the Xin'an River Basin has moved towards the construction of the Xin'an River Qiandao Lake ecological protection compensation model area.
