According to Reuters, on June 6th, the Russian Federal Security Agency accused Ukraine of attempting to launch attacks using "dirty bombs" within Russian territory.
In addition, according to the Russian Sputnik News Agency, the Russian Federal Security Service announced that the Ukrainian military intelligence department planned to use "dirty bombs" containing radioactive substances to carry out terrorist attacks in Russia, and make the contaminated areas unfit for human habitation.
The Russian Federal Security Agency said, "In the investigation into the destruction of long-range aviation planes stationed at Sheverne Airport in Ivanovo Oblast in May 2023, it was discovered that the Ukrainian Ministry of Defense's Intelligence Agency had planned to carry out terrorist attacks within Russian territory using so-called 'dirty bombs'."

The Russian Federal Security Agency stated that Kiril Budanov, the Director of the Intelligence Agency of the Ukrainian Ministry of Defense, has formed a light aircraft squadron to carry out destructive operations against Russia. The agency stated, "Two pilots were arrested during the special operation and confessed to the terrorist actions carried out and planned by the Ukrainian Ministry of Defense's Intelligence Agency."
