According to reports, Medvedev said, "Our armed forces are fighting back against the enemy's counterattack, protecting the Russian people and Russian territory. This is evident to all. In addition, our forces are also preventing global conflicts. Imagine if the Ukrainians, supported by NATO, successfully attack and take away some of our land, then we will have to make the policy signed by the Russian President on June 2, 2020 take effect and use nuclear weapons."
He also said, "So our enemies should pray that our soldiers will not let the global nuclear fire ignite."
It is reported that Russian President Putin signed the "Principles of the State Nuclear Confidence Policy of the Russian Federation" on June 2, 2020, which stipulated the conditions for Russia to use nuclear weapons.
The document clearly states that Russia will inevitably retaliate when its own country and its allies are invaded, and lists in detail four situations in which Russia uses nuclear weapons, namely: receiving information about ballistic missile launches against Russia and its allies, using nuclear weapons within Russia or its allies' territory, disrupting Russia's nuclear counterattack capabilities by affecting important targets, and using conventional weapons to threaten the survival of Russia. Among them, the latter two situations are first proposed.
