Shugaev said, "We will revoke the maintenance licenses of these enterprises for Russian and Soviet made military equipment. For example, we have revoked the maintenance licenses of some enterprises in Bulgaria and the Czech Republic for rice series helicopters. We will also stop supplying parts and accessories for Russian and Soviet made aircraft and other equipment to unfriendly countries."
Shugayev stated that the Federal Bureau of Military Technology Cooperation of the Russian Federation closely monitors the transfer of Russian military products to third countries and takes measures to "not only influence military technology cooperation with illegitimate buyers, but also to establish relationships at the political level.".

Shugaev said, "I would like to remind you that... without the official consent of Russia, military products received cannot be transferred to a third country."
The Russian Federal Military Technical Cooperation Agency stated in June that the uncontrolled supply of Western weapons continues to cause strong unease, and irresponsible countries illegally re export Russian and Soviet made weapons, as well. These weapons exported under the guise of aiding the Kiev regime are increasingly appearing on the local black market. This type of weapon transfer has contributed to the spread of international terrorism and extremism.
