The Eight Policies of Hong Fan, with food as the top priority, have always been the top priority of our party's governance. Solving the problem of food for over 1.4 billion people has always been a top priority. Farmland is the most precious resource, and if we cannot maintain this lifeline, we cannot maintain food security. At the same time, it is important to be aware that China's national situation of having more people and less land has not changed. The problem of "non grainification" and "non agriculturalization" of arable land is still prominent, and the pressure to maintain the red line of arable land is still relatively high and the foundation is not stable. The protection of arable land still faces many challenges, all of which urgently require "protecting arable land like giant pandas" and there must be no mistakes.
Everything is leisurely, and eating is important. China has raised nearly 1/5 of the world's population with 9% of the world's arable land, and the potential of arable land has been basically depleted. The spatial pattern of existing arable land resources has also become the bottom line of arable land protection in fact. However, in the practice of agricultural and rural development in our country, some places have developed agricultural facilities on a large scale under the pretext of rural revitalization, some advocate for the vigorous development of rural tourism through comprehensive tourism, and some places believe that ecological greening has a "Shangfang sword" and even occupies good farmland to dig lakes and create scenery. These are all eroding precious arable land resources in various ways and under various pretexts. It is difficult to maintain the red line of 1.8 billion mu of arable land by tossing and turning in this way.
The cornerstone of maintaining food security cannot be separated from the protection of the rule of law. We must adhere to the strictest farmland protection system, curb the "non agriculturalization" of farmland from the source, prevent the "non grainification" of farmland, strengthen the control of farmland use with the strictest supervision, regulate the balance between occupation and compensation with the strictest punishment, and control construction land occupation with the strictest accountability. Let the farmland protection system "live" and measures "grow", and implement the "strictest farmland protection system" in practice and see practical results.
The protection of arable land should not only fail to exceed the red line in terms of quantity, but also continuously improve in quality, emphasizing both quantity and quality. Some places, although holding onto the red line of quantity, are still focusing on land quality; In some places, there are even fraudulent practices in balancing the occupation and compensation of arable land, such as "replacing the crown prince with a fox cat", which appears to achieve the balance of occupation and compensation on the surface, but in reality, it has hidden dangers for food security. The quality of cultivated land directly determines the quality of agricultural products. To maintain the lifeline of grain production, we must also make every effort to improve the quality of cultivated land. Through measures such as building a national food security industry belt, strengthening agricultural water conservancy construction, and implementing black soil protection projects, we can truly build cultivated land, especially permanent basic farmland, into a modern, high standard and good farmland suitable for cultivation, drought and flood protection, and high and stable yield.
The key to protecting arable land lies in the local area. Currently, some local party committees and governments, under the influence of the inertia of "GDP as a hero" thinking, are trying their best to focus on arable land in order to obtain construction land indicators. At the same time, at the national level, efforts should be made to establish and improve mechanisms for compensating the interests of major grain producing areas and ensuring the benefits of grain farmers, fully mobilizing the enthusiasm of local governments and farmers to protect farmland, and forming a joint force for farmland protection.
Don't forget danger, be full and worry about hunger. The fundamental basis of grain production lies in arable land, the way out lies in technology, and the driving force lies in policies. Faced with the arduous task of protecting arable land in the new era and new journey, we must firmly establish a bottom line thinking, deeply implement the strategy of storing grain in the land and storing grain in technology, accurately grasp the major requirements of balancing quantity and quality, strict law enforcement, systematic promotion, and sustainable utilization, resolutely protect arable land as the lifeline of food production, make every inch of arable land a fertile ground for harvest, and hold China's rice bowl more stable and firm.
