"The highest point of this flood is at the root of the courtyard wall, which is considered safe and sound." Yang Guihua pointed to a water mark on the courtyard wall and told reporters, "Three meals a day are distributed on time, ensuring safety at the resettlement site and children can rest assured."
Affected by the residual circulation of typhoon "Kanu", on August 12 and 13, heavy rain to rainstorm occurred in the central and eastern parts of Liaoning Province, and Liaoning Province deployed in advance to launch a "proactive war" against heavy rainfall. The Shancheng Village where Yang Guihua is located is located in Linggou Township, Xiuyan Manchu Autonomous County, Anshan City. It was the area with the highest precipitation during the heavy rainfall in Liaoning Province. "We transferred a group of villagers in advance before the rain started on the 11th. The next day, we visited the villages door to door to address the rain situation and relocated residents from areas that may be at risk," said Wu Xiao, Deputy Township Head of Linggou Township.
In Nianpan Village, Linggou Township, an elderly person in his 80s is paralyzed in bed due to illness and lacks mobility. The patient and his family have not been transferred. Wu Xiao said, "There was an experience of floods passing through here a few years ago, and the houses where the patients lived were also in disrepair for a long time, making it difficult to withstand the impact of floods." The local authorities quickly contacted the hospital and used ambulances to transport the patients and their families to the hospital for temporary resettlement.
As of 8:00 am on August 13th, a total of 17875 people from high-risk areas have been transferred and resettled in Anshan City, including 15469 people from Xiuyan Manchu Autonomous County. At present, the transferred personnel have gradually returned home.

Men Yuhe said, "My family has 16 greenhouses, and two of them have been flooded and need to be replanted. Fortunately, the losses are not too great, and they can be restored in one or two months."

Group 6 of Guangsheng Village in Lanqi Town, located along the Tuniu River in Fengcheng City, Dandong, is low-lying. All villagers were urgently transferred to the temporary resettlement site of Guangsheng Village Primary School on the 12th. Early in the morning, staff from the Lanqi Town Power Supply Station of State Grid Fengcheng City Power Supply Company arrived at the temporary resettlement site, conducted a detailed inspection of all power facilities and lines, and installed emergency generators and lighting equipment. Wang Changhai, Secretary of the Party Branch of Guangsheng Village, said, "The power supply station has taken into account the electricity and lighting issues at the resettlement site in advance, and has proactively come to our doorstep to provide emergency equipment, ensuring the safety and stability of electricity supply at the temporary resettlement site."
During the heavy rainfall in Liaoning, State Grid Liaoning Electric Power Co., Ltd. gathered 3540 repair personnel and 971 repair vehicles to optimize the plan and implement measures in advance, providing power support for safe flood season; China Railway Shenyang Group Co., Ltd. has suspended some passenger trains and implemented pre -, during -, and post rain inspection systems. Emergency repair personnel have arrived at their posts in advance, and flood control equipment and materials are adequately prepared to ensure railway safety and stability
