On August 3rd at 19:00, continuous heavy rainfall caused flooding in villages and towns downstream of Mopanshan Reservoir, including Jinma Town, Kaiyuan Town, and Qili Township in Shulan City. Some bridges collapsed, roads were damaged, and other major dangers occurred, making the situation extremely urgent. The Shulan Municipal Party Committee and Government have issued a military request to the Shulan People's Armed Forces Department. The Shulan People's Armed Forces Department immediately responded, gathering rescue forces, loading disaster relief materials, and organizing multiple forces to carry out rescue operations.

At around 23:30 on August 3rd, Zhou Kunxun led a team to Jinma Town to command the left behind militia to carry out the task of evacuating and transferring the masses. During the rescue of trapped people, a sudden flash flood occurred at the Qingsong Forest Farm in the upper reaches of the Zhuqi River in Shulan area, causing a significant increase in the water level of the river. The command vehicle he was riding on was overturned by the rapids and swept into the flood. During the process of the vehicle being submerged in water, Zhou Kunxun disregarded his personal safety and made every effort to push the driver out of the car. He then escaped from the car, but was washed away by the flood due to exhaustion of his physical strength during continuous combat.

At 4:59 am on August 4th, driver Ding Wenlong was rescued 3 kilometers downstream of the accident site. Local cadres, masses, and militia emergency teams continued to search and rescue Zhou Kunxun. At 7:25 am on August 6th, Zhou Kunxun was found about 2.5 kilometers northwest of the accident site. According to medical experts, he showed no signs of life and unfortunately made a heroic sacrifice.

Zhou Kunxun, male, Han ethnicity, born in May 1977, is a member of the Communist Party of China. Prior to his death, he served as a colonel and political commissar of the People's Armed Forces Department in Shulan City. On August 3rd, during the rescue of trapped people, due to a sudden flash flood at the Qingsong Forest Farm upstream of the Zhuqi River in Shulan City, the command vehicle he was riding on was overturned by the rapids and caught up in the flood. Ni Feng, male, Han ethnicity, born in March 1982, is a member of the Communist Party of China. Prior to his death, he served as a senior engineer at the Jilin Water Resources and Hydropower Planning Institute. On August 3rd, while organizing the rescue of people trapped by floods at Qingsong Forest Farm in Kaiyuan Town, Shulan City, he suddenly encountered a catastrophic mountain flood and sacrificed himself on duty at the age of only 41.

Zhang Zhizhao, male, Han ethnicity, born in November 1987, is a probationary member of the Communist Party of China. He currently serves as the head of the Comprehensive Second Department and the fourth level chief clerk of the Office of the People's Government of Shulan City. On August 3rd, while organizing the rescue of a flood besieged crowd at Qingsong Forest Farm in Kaiyuan Town, Shulan City, a catastrophic mountain flood swept away the missing person.
