On the evening of July 8, 2023, the Discipline Inspection Commission of Xiangtan City, Hunan Province, announced through its official WeChat account that Wan Qijun, the former instructor of the Dongjiao Police Station of Xiangxiang Public Security Bureau, is suspected of serious violations of discipline and law and is currently undergoing disciplinary review and supervision investigation by the Xiangxiang Municipal Commission for Discipline Inspection and Supervision.

According to Red Star News, on July 2nd, Zhang Fujun, a native of Anhui, reported in real name online that the director of a police station in Xiangxiang City, Hunan was suspected of illegal handling of a case and extorted over 500000 yuan from the family members of the parties involved in the case. The informant claimed that during the process of handling the case, the former director of the police station, Wan, together with a woman, repeatedly demanded money from the informant on the grounds of helping to clear the relationship. Prior to the online real name reporting, the parties involved had already reported the situation to multiple departments including the Central Political and Legal Affairs Commission, the National Bureau of Letters and Calls, and the Hunan Provincial Commission for Discipline Inspection and Supervision. According to relevant transfer records, after the local authorities intervened in the investigation, Wan has refunded 500000 yuan in three installments.
According to public reports, the online report originated from an "immigration fraud case". On November 23, 2022, the "Xiangxiang Public Security" WeChat official account published "20 million guaranteed immigrants. One of the parties involved in this case is Zhang Fujun's daughter. On July 28, 2022, Zhang Fujun's daughter was arrested by the Xiangxiang Public Security Bureau on suspicion of contract fraud and later released on bail pending trial. Multiple audio recordings show that after Zhang Fujun's daughter was arrested, Wan, who was then the director of a police station in Xiangxiang City, contacted Zhang Fujun, stating that he was a "buddy" with a leader of the Xiangxiang Public Security Bureau, had a "close" relationship with a leader and judge of the Xiangxiang People's Court, and was a "fellow villager" with a prosecutor of the Xiangxiang People's Procuratorate. Wan revealed that the informant "spent a lot of money on activities," but he was willing to help Zhang Fujun and his daughter.
According to the reporting materials provided by Zhang Fujun to multiple departments, from August 2022 to February 2023, Wan and Xiao fabricated excuses, impersonated the leader of the special task force, and extorted Zhang Fujun and his daughter multiple times with the purpose of illegal possession, totaling more than 500000 yuan, including cash and WeChat transfers.
After receiving the report, a staff member of the Inspection Team of the Hunan Provincial Public Security Department contacted the informant on June 27th and stated that they would "carefully investigate and handle" the matter. On June 28th, a staff member surnamed Zhou from the Discipline Inspection Commission and Supervision Commission of Xiangxiang City contacted Zhang Fujun, stating that they had received the report materials forwarded by their superiors and would conduct an investigation.

According to the cover news report, on July 3rd, the Discipline Inspection Commission of Xiangxiang City rushed from Hunan to Anhui to inquire about the reporting situation with the online real name whistleblower Zhang Fujun. "I took several hours of notes and provided some evidence. They officially informed me that the director of the police station I reported had been dismissed."
On the evening of July 4th, the joint investigation team of Xiangxiang City issued an official notice: "Recently, relevant information about Wan Qijun, the former director of the Longdong Police Station of Xiangxiang City Public Security Bureau and the current instructor of the Dongjiao Police Station, appeared online. Xiangxiang City attaches great importance to this and has established a joint investigation team to quickly carry out verification.
