At present, Henan Province has entered a critical period of wheat harvesting and acquisition. However, a recent news about a flour mill in Yucheng County, Shangqiu, Henan Province rejecting 2023 new wheat has attracted the attention of a large number of netizens.
Response from relevant departments: Private flour mills refusing new wheat is a market-oriented behavior and have no right to interfere
On May 31st, a netizen posted a video on social media, showing a notice posted at the entrance of a flour mill. The notice read, "From now on, our factory will only accept aged wheat for flour exchange, and all new wheat will be rejected in 2023. We hope that farmers can understand and not run short, and purchase high-quality aged wheat at a high price!"
The video has attracted a lot of attention from netizens, and some have questioned the flour mill. Not all the new wheat in 2023 is sprouted wheat. Is it because some sprouted wheat is affecting the market sales of normal wheat? Some netizens also understand the behavior of the flour mill, believing that sprouted or moldy wheat cannot flow through the flour mill to the conventional grain market.
When the reporter viewed the video through social media, he found that it had been deleted. Regarding the rejection of new wheat by the flour mill, a reporter from China Central Radio and Television called the Grain and Material Reserve Bureau of Henan Province and the Grain and Material Reserve Bureau of Shangqiu City. The staff all stated that as a private enterprise, the flour mill does not accept new wheat, which is a market-oriented behavior and they have no right to interfere.

So how should farmers deal with undamaged wheat and damaged wheat that has sprouted or moldy?
"If farmers are unable to sell their undamaged wheat in the market, we will actively contact them and relevant enterprises to help them find sales opportunities," said a staff member from the Shangqiu Grain and Material Reserve Bureau.

Regarding damaged wheat, staff from the Henan Provincial Grain and Material Reserve Bureau stated that some cities in Henan Province have organized relevant state-owned grain enterprises to layout damaged wheat storage points, achieve targeted procurement, and minimize losses to farmers. "Regardless of the quality of the damaged wheat this year, local government departments must organize state-owned enterprises or state-owned holding enterprises to purchase the damaged wheat. The specific purchase plan, the involved purchasing enterprises, and storage points will be formulated by the local city and county governments," said a staff member of the Henan Provincial Grain and Material Reserve Bureau.
Shangqiu City Releases Damaged Wheat Purchase Policy in Response to Damaged Wheat
The reporter learned that many regions in Henan have announced plans to purchase damaged wheat.
Following the announcement of damaged wheat purchase plans in some areas of Luohe City, Zhoukou City, and Pingdingshan City, Shangqiu City released the "Seven Questions and Answers" on June 6 regarding the designated purchase policy of damaged wheat in Shangqiu City, along with a list of summer grain purchase designated storage points and a distribution table of drying equipment. The article points out that this year's damaged wheat is divided into two types: wheat that has already sprouted but does not exceed food safety standards, and wheat that has exceeded food safety standards. Each acquisition point is equipped with professional inspectors to conduct quality testing on the wheat sent by farmers for inspection. Farmers can market and sell wheat that meets the food standards at a high price; For excessive wheat that can only be used as feed and industrial grain, designated grain purchasing enterprises shall implement open procurement.
A staff member from the Grain Bureau of Yucheng County, Shangqiu City, stated that the Shangqiu City Government has organized various county and district agricultural departments to print propaganda pages on damaged wheat purchase policies, and organized personnel from county and district government agencies to distribute them to various townships, so that farmers can understand the latest agricultural policies.
"At present, the equipment at the damaged wheat storage point is ready and will soon be put into procurement work," said Li Yueyuan, the person in charge of the storage point in Zhongjie, Gushu Town, Yucheng County, Shangqiu City.
