Putin said at a press conference held after the meeting on the 29th that Ukraine has issued a law prohibiting negotiations with the Russian side, but the Russian side does not refuse negotiations, and both sides must reach a consensus before negotiations can begin.

Putin also stated that some of these suggestions are being implemented, including exchanging detained individuals and resolving humanitarian crises.
