The theme of the opening ceremony of the conference is "Global Security Realities in a Multipolar World". The plenary session of the conference will discuss regional security issues in Asia, Africa, the Middle East, Latin America, and Europe, and exchange views on strengthening cooperation among countries in the current international and regional situation to promote global and regional security and stability.
Russian President Putin and Belarusian President Lukashenko delivered video speeches at the opening ceremony, while Russian Defense Minister Shoigu and Foreign Minister Lavrov delivered speeches on site.
The annual Moscow International Security Conference was first held in 2012. This year, Russia invited official representatives from 102 countries and regions, including China, Belarus, South Africa, India, Türkiye, North Korea and Saudi Arabia, as well as 8 international organizations, including the United Nations, the Collective Security Treaty Organization, the Shanghai Cooperation Organization, ASEAN, the Arab League and the African Union.
