Pudong takes a series of measures to promote rural revitalization through "demonstration of hundreds of villages" and large-scale construction
What comes to mind when it comes to villages? Rice, fruits and melons, farmhouses, rivers and lakes... a clear and simple rural scene after another. In fact, in the beautiful countryside of Pudong, the new era of rural style goes far beyond these. There are also multi-functional homestay complexes, trendy coffee shops, steak houses, and a series of rural brand activities, depicting a beautiful picture of urban-rural integration and development.
Since the establishment of the first municipal level rural revitalization demonstration village in Zhaoqiao Village, Datuan Town in 2018, as of now, 14 villages in the new area have successfully created municipal level rural revitalization demonstration villages, and 12 villages are in the process of creation, creating a livable, business friendly, and beautiful countryside in Pudong with "themed villages, distinctive industries, and nostalgic scenery".
"Prosperity of various industries, flourishing of a hundred flowers, and demonstration of a hundred villages"
In the backyard of Disney, there is a village that hides a peaceful and beautiful original ecology, which is Lianmin Village in Chuansha New Town. Lianmin Village is one of the second batch of municipal level rural revitalization demonstration villages in the new area. Relying on its unique geographical advantages and resource endowments, it has been built into a livable, business friendly, and tourist friendly "lodging village" with the theme of "water town flower village, lodging and tourism connecting people", focusing on the practical platform of integrated development of primary, secondary, and tertiary industries, the strong magnetic pole of integrating traditional rural and urban charm, and the demonstration village of rural leisure tourism.
The first industry has a leading enterprise called "Bang Bang Xiang" company, the second industry has a Xinjiang aid enterprise called Minlong Industry, and the third industry has a five-star homestay called "Su Yu". It has also attracted high-quality resources such as Baiouhuan Organic Ecological Farm to settle in. Lianmin Village promotes the integration of the first, second, and third industries, drives industrial agglomeration, and creates a growth pole for rural revitalization.
Today's "Lianmin people" have both "enriched their pockets" and "enriched their minds". The per capita disposable income of villagers has increased from 20300 yuan in 2015 to 55000 yuan in 2020, and the average rental income of homestays has reached over 100000 yuan. In addition to employment and agricultural product sales income, ordinary villagers who rent homestays have an annual income of nearly 200000 yuan, greatly improving their sense of happiness.
At the same time, Lianmin Village insists on writing articles on the word "appropriate". In terms of environmental improvement, the whole village has made the village colorful and scenic throughout the four seasons by adding greenery and color; In terms of service environment, the village party branch relies on the party and mass service center to expand its service scope, improve service quality, and use more space to serve the people; In terms of cultural services, as one of the six venues of the 2023 Shanghai Peach Blossom Festival, Lianmin Village has successfully held themed activities such as "Peach Hunting Journey", "Ancient Style Experience", and "Lawn Music Festival", presenting "Peach Blossom Dinner" to tourists. It has also become the only selected demonstration site for the 2023 National Spring "Village Evening" in Shanghai, using a "Village Evening" performance to stimulate the cultural vitality of rural revitalization in the new era
This is just a microcosm of Pudong New Area's efforts in promoting the construction of demonstration villages for rural revitalization. This year, based on the development positioning of building a leading area for socialist modernization construction, the new area focuses on taking the lead in achieving the goal of modernizing agriculture and rural areas, promoting the "Hundred Villages Demonstration and Building Beautiful Countryside Special Action Plan", integrating the promotion of "strong agriculture, beautiful countryside, and rich farmers", comprehensively improving rural infrastructure, basic public services, rural living environment, and rural governance capabilities.
According to the action plan, by 2025, through the "three-level joint creation" of rural revitalization and beautiful countryside demonstration villages at the city, district, and town levels, the new area will basically achieve full coverage of the reserved villages with relatively complete village forms among the 161 administrative villages planned for preservation. At the municipal level, no less than 50 rural revitalization demonstration villages will be created, and a total of more than 100 municipal level rural revitalization demonstration villages and municipal level beautiful countryside demonstration villages will be created, showcasing the scene of "prosperous industries, blooming flowers, and demonstration villages" in Pudong rural areas.
Forming a demonstration village cluster area of a certain scale
Building a demonstration zone for rural revitalization is a new practice in the new district. In Huinan Town, exploration is being carried out through the "three village linkage" approach.
The "Three Village Linkage" Rural Revitalization Demonstration Zone in Huinan Town is located north of the Hunan Highway and south of the Dazhi River, with Haishen Village as the core and radiating to Qiaobei Village and Yuandong Village. The total area of the area is 10.58 square kilometers, focusing on the characteristics of the village, with a focus on embedding bicycle riding characteristics and Shanghai rural cultural elements. The rural community living circle and demonstration village construction of "Three Village Linkage, Three Life Integration, and Three Industry Integration" are implemented to promote the integrated development of industries.
In terms of spatial linkage, the "Three Village Linkage" demonstration zone will build a 15 kilometer "Bicycle Cycling Vitality Ring" that runs through the main roads of the three villages, the "North South Linkage Axis", and the two "Green Ecological Corridors" of Lema River and Dazhi River. Taking Haishen Village as the core, we will create a cycling cultural route of "Riding in the Countryside, Benefiting the South", forming a rural tourism space with multiple themes, scenic spots, and bead chains, and continuously optimizing the layout of business formats in actual operation. Yuandong Village and Qiaobei Village have built public service supporting facilities such as "66 tables" and Qingmei fresh food supermarkets, becoming the logistics carrier of the "three village linkage" rural revitalization demonstration zone.
In terms of industrial connectivity, relying on the "Huimin Agricultural Alliance", we will create an agricultural industrialization consortium, forming a group of characteristic agricultural product brands such as Guifeng Strawberry, Lvni Watermelon, Miaohui Honey Peach, and Dannong Red Beauty. At the same time, we will introduce high-tech agricultural enterprises from the entire industry chain to settle down. For example, Far East Village has introduced intelligent production enterprises for brown mushrooms, Qiaobei Village has introduced Qingmei Group, and Haishen Village has introduced Yigeyi Agricultural Development Co., Ltd., forming an industrial development pattern of complementary advantages and resource sharing.
In terms of income sharing, the town, village, and social capital jointly participate to establish a professional operating company. Through the dividend mechanism of operating income, the development achievements of the "three village linkage" are closely linked with the collective economic development of the entire town, and villagers can achieve nearby employment. Over the past year, the "Three Village Linkage" rural revitalization demonstration zone has driven a total of 410 farmers to find employment and increased their income by 11 million yuan.
In terms of building a demonstration zone for rural revitalization, the new area still has more planning and ideas. According to the introduction of the Agriculture and Rural Affairs Commission of the New Area, the new area will be developed through regionalization, allowing rural revitalization demonstration to cross villages and towns, cross towns into zones, cross zones as belts, and cross zones. The focus will be on the "Two Rivers, Three Rings, and Four Zones", and take the lead in launching the implementation of the "Five Village Linkage" improvement plan for the old port and Huinan; Around the demonstration belt for rural revitalization in the central region, combined with the established demonstration villages, we will promote the continuous improvement of the region and create four major plates: western, central, eastern, and southern, forming a certain scale of demonstration village cluster area.
