Guangdong

On August 7th, the Education Department of Guangdong Province announced two plans to apply to the Ministry of Education for the renaming of Foshan University of Science and Technology and the establishment of Zhaoqing Health Medical College based on Zhaoqing Medical College.

Shandong Province

On July 31st, the Education Department of Shandong Province issued a public announcement, intending to apply for the upgrading and renaming of Weifang Medical College to Shandong Second Medical University, and the same level renaming of Binzhou College to Shandong University of Aeronautics and Astronautics.

Guangxi

On July 31st, the Education Department of Guangxi Zhuang Autonomous Region issued a public announcement on three proposed establishment matters: renaming Guilin Medical College to Guilin Medical University, establishing Guilin Normal College based on Guilin Normal College, and integrating resources to establish Liuzhou Vocational and Technical University based on Liuzhou Vocational and Technical College.

Hainan

On July 25th, the official website of Hainan Medical College released a public notice on the social stability risk assessment of the renaming of Hainan Medical College. After careful research and repeated argumentation, it is believed that the basic conditions for renaming as a "medical university" are met, and the plan is to rename it as Hainan Medical University.

Xizang

On July 17, the Xizang Autonomous Region announced its intention to apply for Xizang Agriculture and Animal Husbandry College to be renamed as Xizang Agriculture and Animal Husbandry University and Lhasa Teachers College to be renamed as Lhasa Teachers College.

Henan Province

On May 9th, the Education Department of Henan Province announced the proposed application for the renaming of Xinxiang Medical College to Henan Medical University and the establishment of Luohe Food Engineering Vocational University, Henan Sports College, and Sanmenxia Applied Engineering College.

Sichuan

On April 20th, the Education Department of Sichuan Province announced that it plans to apply for Sichuan Engineering Vocational and Technical College to be renamed Sichuan Engineering Vocational and Technical University and upgraded to a public vocational undergraduate program.

Anhui

On February 13th, the Education Department of Anhui Province issued a public notice on the first batch of proposed university establishment matters for 2023, and Bengbu Medical College was renamed Bengbu Medical University and entered the public notice stage.

According to the Provisional Regulations on the Establishment of Ordinary Undergraduate Schools issued by the Ministry of Education in 2006, the standards for the establishment of different types of university names require a full-time enrollment of at least 8000 students, with strict limits on the number of disciplines, land area, teaching staff, and teaching and research.

Different standards for setting up colleges/universities

In August 2020, in order to further standardize the naming work of higher education institutions, in accordance with relevant laws and regulations, and in combination with the actual work of university establishment, the Ministry of Education studied and formulated the "Interim Measures for Naming Higher Education Institutions" and officially issued them.

The Provisional Measures emphasize that the naming of higher education institutions should adhere to the principle of matching the name with the actual, accurate and standardized, reflect the educational philosophy, highlight the connotation and characteristics, and avoid seeking perfection. Determine the name based on talent training objectives, educational level, scale, type, subject category, teaching and research level, affiliation, location, etc., and implement a one name system for each school.

At the same time, it is stipulated that higher education institutions should maintain a stable name, and in principle, the interval between renaming at the same level should be at least 10 years.
