Protect Liangtian and listen to me! Net increase in total arable land for two consecutive years | Basic farmland | Good farmland
Today is the 33rd National Land Day, with the theme of "Saving and Intensive Land Use, Strictly Adhering to the Red Line of Cultivated Land". The reporter learned from the Ministry of Natural Resources that this year, China will continue to strengthen the protection concept of integrating the quantity, quality, and ecology of arable land, and strictly abide by the red line of arable land protection. The latest data shows that the total amount of arable land in China has achieved a net increase for two consecutive years, with a cumulative increase of over 2 million mu over the past two years.
Data shows that the current arable land area in China has reached 1.914 billion mu, providing a solid foundation for grain production exceeding 1.3 trillion jin for seven consecutive years.
Chen Xiuxin, Director of the Comprehensive Department of the Farmland Protection Supervision Department of the Ministry of Natural Resources: Ensuring national food security and strictly guarding the red line of farmland are fundamental. The next step is to optimize the layout of arable land, and through economic rewards and punishments, urge southern provinces to promote the orderly recovery of some high-quality arable land in a planned, rhythmic, classified, and regional manner.

Since the beginning of this year, a series of hard measures have been taken from the central to local levels, further consolidating the foundation of grain production.
Not long ago, the Ministry of Natural Resources explicitly required all regions to strictly regulate the balance of farmland occupation and compensation, and to effectively prevent the occupation of plains and the replenishment of mountainous areas by supplementing farmland projects. It also prohibited the cultivation of farmland within ecological protection red lines, wetlands, river and lake areas, and other areas.
Chen Xiuxin, Director of the Comprehensive Department of the Farmland Protection Supervision Department of the Ministry of Natural Resources: Next, we will gradually strengthen the main responsibility of local party committees and governments for farmland protection. At the same time, we will work together with relevant departments to firmly shoulder the supervision responsibility of farmland protection, send a strong signal of zero tolerance to society, firmly hold the red line of 1.8 billion mu of farmland, and put the Chinese people's rice bowl in our own hands.

This year is the first year to fully implement the joint responsibility of the Party and government in protecting arable land. At present, the Ministry of Natural Resources and relevant departments are deploying the first assessment of the responsibility system for farmland protection and food security, and signing a responsibility agreement with the provincial party committee and government to implement a veto and lifelong accountability for actions that break the red line of farmland protection.
Fully delineate permanent basic farmland
And implement special protection

The reporter also learned from the Ministry of Natural Resources that the essence of cultivated land - permanent basic farmland has also been comprehensively demarcated and specially protected. Permanent basic farmland is a high-quality cultivated land designated by law, with a focus on developing food production, especially ensuring the planting area of the three major grains of rice, wheat, and corn. As of now, 1.546 billion acres of permanent basic farmland have been designated nationwide.
The Ministry of Natural Resources stated that in accordance with the principles of ensuring basic self-sufficiency of grains, absolute food security, and basic stability of grain planting scale, the state has clarified the protection tasks of permanent basic farmland in each province, region, and city, and requires that all permanent basic farmland shall not be converted into other agricultural land such as forests, grasslands, gardens, and agricultural facility construction land.
Chen Xiuxin, Director of the Comprehensive Department of the Farmland Protection and Supervision Department of the Ministry of Natural Resources: Permanent basic farmland is an important material guarantee for food production. According to the relevant provisions of the Land Management Law, once permanent basic farmland is designated, no organization or individual may occupy or change its use without authorization. If it is necessary to occupy it for major construction projects, it must be approved by the State Council. It is prohibited to occupy permanent basic farmland for the development of forestry and fruit industry and digging ponds for fish farming.

The latest National Land and Space Planning Outline also specifies that the protection goals of 1.865 billion mu of arable land and 1.546 billion mu of permanent basic farmland will remain unchanged until 2035. This year, the Ministry of Natural Resources has decomposed and assigned protection tasks to specific land parcels in the process of reviewing and approving the national land spatial planning at the provincial, municipal, and county levels.
Zhu Daolin, Vice Dean of the School of Land Science and Technology at China Agricultural University: More, more systematic and strict measures have been implemented for the protection of arable land. Through intelligent measures, monitoring and protection of arable land use and protection have been carried out. At the same time, strict control over non agriculturalization of arable land has been further implemented to further restrict non agriculturalization of arable land and ensure that sufficient arable land is used for agricultural production, especially food production, to ensure food security. This has played an important role in safeguarding the red line of 1.8 billion acres of arable land.

According to data from the Ministry of Natural Resources, there are currently 25 natural resource remote sensing satellites in orbit in China, which can achieve full coverage of 2-meter resolution images of land and territory.
