A few years ago, this magnificent mountain range, which harmonizes with the north and south and is surrounded by the world, was once invaded, especially the villas built in violation of regulations and laws, as if they were scars, piercing people's hearts. After 5 years of comprehensive ecological and environmental governance, the ecological status of the Shaanxi section of the Qinling Mountains has been evaluated as "excellent" and "excellent", with an area exceeding 99% for the first time. The path of green development towards industrial ecology and ecological industrialization continues to extend. It can be said that ecological environment protection and economic development are dialectically unified, and the success or failure of ecological environment protection ultimately depends on the economic structure and mode of economic development. In the past decade of the new era, China's energy consumption intensity has cumulatively decreased by 26.4%, and the carbon dioxide emissions per unit of GDP have decreased by 34.4%. While the ecological environment quality has significantly improved and energy consumption intensity continues to decline, the total economic output has jumped to the level of 120 trillion yuan. Practice has proven that high-level protection is an important support for high-quality development. Ecological priority, green and low-carbon high-quality development can only be achieved through high-level protection.
Throughout the history of human civilization development, ecological prosperity leads to civilization prosperity, and ecological decline leads to civilization decline. Chinese path to modernization is a kind of modernization in which man and nature coexist in harmony. We should plan for development at the height of harmonious coexistence between man and nature. Changting County in Fujian Province experienced severe soil erosion.The construction of terraced fields, the construction of dams and siltation of land, and the consolidation of ditches and soil have turned the washing of children's mountains into "flower and fruit mountains". The experience of Changting is now being promoted nationwide. In March 2021, during an investigation in Fujian, the General Secretary learned that Changting had become a beautiful oasis like home. He recalled with emotion, "I told everyone that investing money in ecology may not seem like raising chickens and eggs like development and construction, but this matter must be taken seriously. In the end, we raised golden chickens and laid golden eggs." This indicates that taking the carrying capacity of resources and environment as the premise and foundation, consciously limiting economic activities and human behavior to the limits that natural resources and ecological environment can bear, can promote development and achieve effective improvement in quality and reasonable growth in quantity in green transformation.
Looking deeper, achieving high-level protection means a comprehensive green transformation of economic and social development, which will continuously shape new driving forces and advantages for development, accelerate the formation of an industrial structure with high technological content, low resource consumption, and low environmental pollution. Yibin, Sichuan, where the Minjiang River and Jinsha River converge. Standing at the Sanjiangkou and looking north, within 5 kilometers, it used to be the industrial zone along the Yangtze River in Yibin. The Tianyuan Chemical Plant in Yibin, founded in 1943, was once less than a hundred meters away from the Yangtze River shoreline. Today, the newly established Sanjiang New Area is changing rapidly, and Tianyuan Chemical has extended its industry to new chemical materials and new energy battery materials. In the process of development and protection, the mother river of the Yangtze River, which was once heavily ill, has now taken on a new look. The "chemical industry surrounding the river" has turned into a tidal flat green shore, the "illegal sand mining" dock is now swaying with reeds, the "smiling spirit" Yangtze River finless porpoise has returned, and new forms of business and new momentum have developed! It can be seen that protecting is not about avoiding development, but about taking green as the guide to achieve industrial structure transformation and upgrading. On the new journey, we need to accelerate the green and low-carbon transformation of development methods, adhere to green and low-carbon development as the fundamental solution to ecological and environmental problems, accelerate the formation of green production methods and lifestyles, cultivate a green foundation for high-quality development, significantly improve the degree of economic greening, and continuously enhance the potential and momentum of development.
