High quality development is the primary task of comprehensively building a socialist modernized country, the top priority of the Party's governance and rejuvenation of the country, and the foundation and key to solving all problems in our country. Employment is the foundation of development and the source of wealth. It is a bridge and link that connects social demand and supply, production, exchange, distribution, and consumption. It is the fundamental foundation that supports the operation of macroeconomics and microeconomics, and an important benchmark for measuring high-quality economic development. High quality and full employment are conducive to continuously optimizing the human resource structure, better supporting the development of the real economy, and improving total factor productivity. This requires us to adhere to the new development concept, construct a new development pattern, strengthen the employment orientation of economic development, and cultivate the potential and momentum of development in promoting high-quality and full employment, forming a virtuous cycle of economic development and employment.

Currently, China's population development has entered a new normal. The total population and labor force are showing a decreasing trend, but the scale is still large. The aging characteristics of labor force are obvious, and there is a structural mismatch between supply and demand. Population and labor mobility continue to increase. All of these urgently need to accelerate the creation of modern human resources with good quality, abundant total, optimized structure and reasonable distribution, and support Chinese path to modernization with high-quality population development. This requires us to regard high-quality and full employment as an important foundation for high-quality population development, as the main way to develop and utilize human resources, actively adapt to the trend of labor force scale and structural changes, stabilize labor participation rates, improve labor supply, and enhance the quality of workers.

Promoting high-quality and full employment is a fundamental measure to enhance people's well-being and improve their quality of life.

Employment is the foundation of people's livelihood, the foundation for workers to survive and develop, and the basic condition for sharing the fruits of economic development.
