Beijing, July 3 (Xinhua) - The Ministry of Human Resources and Social Security, the Ministry of Education, and the Ministry of Finance recently issued a notice to continue the implementation of the one-time job expansion subsidy policy in order to implement the decisions and deployments of the Central Committee of the Communist Party of China and the State Council on promoting the employment of young people such as college graduates, give full play to the role of unemployment insurance in helping enterprises expand their employment, and encourage enterprises to actively attract young people such as college students for employment.
According to the notice, enterprises that recruit graduates from ordinary universities who have not been employed in 2023 or within two years after leaving school, as well as young people aged 16 to 24 who have registered unemployment, sign labor contracts, and pay unemployment, work-related injury, and employee pension insurance premiums for more than one month, may receive a one-time job expansion subsidy of no more than 1500 yuan per person recruited. The policy will be implemented until the end of December 2023.
The notice proposes that various regions can adopt a "no application, no enjoyment" approach and actively distribute one-time job expansion subsidies to eligible enterprises. On a monthly basis, the information of local new insured personnel can be compared with the "identity verification interface for ordinary college graduates" provided by the Ministry and Provincial Human Resources and Social Security Business Collaboration Platform, as well as the data information of college graduates who have left school but have not been employed within two years and registered unemployment information transferred by the education department, to confirm that the insured personnel's identity meets the policy enjoyment conditions. After sending information to the enterprise and confirming it, the one-time expansion subsidy fund will be disbursed to the employer's corporate account; For enterprises without corporate accounts, funds can be disbursed to the social insurance payment account provided by the local tax department.
The notice requires that all regions shall not exceed the policy requirements of raising the threshold for policy enjoyment and adding restrictive conditions. Enterprises that recruit the above-mentioned personnel and meet relevant conditions shall be allowed to enjoy policy dividends as much as possible. Local unemployment insurance agencies should open service windows to facilitate enterprises to apply for one-time job expansion subsidies on their own. The handling agency shall verify the insurance status of the relevant personnel recruited by the enterprise through the local information system and complete the process within 30 days after receiving the application from the enterprise.
