The mandatory national standard "Restricting Excessive Packaging Requirements for Food and Cosmetics" newly revised and released by the State Administration for Market Regulation will be officially implemented from September 1, 2023. It regulates the packaging requirements for 31 categories of food and 16 categories of cosmetics in terms of packaging void ratio, number of packaging layers, and packaging cost. Products that do not meet the new standard will not be allowed to be produced, sold, or imported.
Difficulties in climbing buildings for the elderly and disabled are expected to be solved
Previously, the Law of the People's Republic of China on Accessible Environment Construction, which was passed at the third meeting of the 14th National People's Congress Standing Committee, will come into effect on September 1, 2023.
The Law on Accessible Environment Construction proposes that newly built, renovated, and expanded residential buildings, residential areas, public buildings, public places, transportation facilities, urban and rural roads, etc. shall comply with the standards for the construction of accessible facilities. The state supports the installation of elevators or other accessible facilities in old urban residential areas, providing convenience for people with disabilities and the elderly.

The newly revised Regulations on the Procedure for Handling Legal Aid Cases shall come into effect on September 1, 2023.
The revised procedural regulations consist of six chapters and 46 articles, covering five aspects: clarifying the division of responsibilities and handling principles, optimizing application procedures, improving review procedures, refining assignment procedures, and standardizing handling requirements. Mainly clarify that legal aid institutions should publicly disclose and timely update the conditions for applying for legal aid to the society; When applying for legal aid, applicants no longer need to submit proof of financial difficulties or other related documents.

More standardized management of religious activity venues
Previously, the State Administration of Religious Affairs issued Order No. 19 on the Management Measures for Religious Activity Sites, which will come into effect on September 1, 2023. The Measures consist of ten chapters and 76 articles, improving the management system for religious activity venues.
According to the regulations, no organization or individual shall engage in commercial propaganda or seek illegal benefits in the name of religious activity venues or by utilizing the influence of religious activity venues; Religious activity venues shall not form subordinate relationships, etc.

Safeguarding the basic rights and interests of citizens abroad
The Consular Protection and Assistance Regulations of the People's Republic of China will officially come into effect on September 1, 2023. This is the first specialized legislation in China regarding consular protection and assistance, as well as the security of Chinese citizens and institutions overseas.
The Regulations consist of 27 articles, mainly including clarifying the responsibilities and obligations of all parties in consular protection and assistance. Specify the responsibilities to be undertaken by the Ministry of Foreign Affairs, diplomatic missions abroad, and relevant departments of the State Council, and clarify the self-protection obligations of Chinese citizens, legal persons, and unincorporated organizations abroad. Clarify the methods for receiving consular protection and assistance, as well as the areas of responsibility, to facilitate consultation and application for consular protection and assistance by Chinese citizens, legal persons, and unincorporated organizations.

Jiangsu: Special legislation to retain more medical and health personnel at the grassroots level
The Regulations on Grassroots Health in Jiangsu Province will officially come into effect on September 1st. In terms of admission mechanism, the Regulations specify that the recruitment of grassroots medical and health personnel can relax the registration requirements and reduce the proportion of exams. For positions where recruitment is indeed difficult, the proportion of exams may not be set.
Fujian: Electric bicycles charged improperly or fined
The Fire Protection Regulations of Fujian Province will come into effect on September 1, 2023, making specific provisions for the parking, charging, and other aspects of electric bicycles. The regulations also specify that those who park electric bicycles in public areas such as public lobbies, evacuation routes, safety exits, and stairwells, or privately pull wires and sockets to charge electric bicycles, shall be ordered by the township people's government or street office to make corrections. If they refuse to make corrections, corresponding fines shall be imposed on units and individuals.
