On August 11th, a mountain flood and debris flow disaster occurred in Jiwozi Group, Heiziping Village, Luanzhen Street, Chang'an District, Xi'an City. After on-site investigation by water conservancy experts and drone surveys, preliminary analysis showed that the cause of the disaster was the collapse of the upstream mountain, which caused channel blockage. After the accumulation of flood, the blockage was washed away, causing mountain flood and debris flow. As of noon on the 13th, three severely damaged roads on National Highway 210 have been restored, and 49 communication base stations in the affected area have resumed service. 855 households have resumed power supply. Currently, the local government continues to make every effort to search and rescue the missing individuals.

On August 11th, after the mountain flood and debris flow disaster occurred in Jiwozi Group, Heiziping Village, Luanzhen Street, Chang'an District, Xi'an City immediately established an on-site command center, organized 14 rescue forces including fire and public security, totaling more than 980 people, invested more than 1100 equipment and search and rescue dogs such as life detectors, satellite phones, excavators, etc., and worked tirelessly to do a good job in personnel search and rescue, as well as emergency rescue.
After investigation, the sudden flash flood and mudslide disaster caused a total of 27 deaths and missing persons. Currently, 21 victims have been found, and 6 people are still missing; Causing damage to 2 households, 3 and 21 minor damages to National Highway 210, 3 damage to power infrastructure, and a 35 kV power line malfunction, resulting in power outages for 900 households and 55 communication base stations.
According to experts' research and judgment, it is preliminarily analyzed that the cause of the disaster is the sudden flash flood and debris flow caused by short-term rainstorm.
At present, Xi'an City is making every effort to seize the golden rescue period, continuing to race against time to search and rescue missing personnel, accelerating communication and power repair and recovery, focusing on key areas for risk elimination and river embankment reinforcement, and strictly preventing secondary disasters. At the same time, we will do a good job in resettling the masses and post disaster recovery and reconstruction, and restore normal production and life order as soon as possible.
As of now, a total of 186 people have been relocated and resettled. Three severely damaged roads on National Highway 210 have been restored, 21 slightly damaged sections are being reinforced, 49 communication base stations in the disaster stricken area have resumed service, and 855 households have resumed power supply.
