Water transportation is an important component of China's comprehensive transportation system. On June 30th, the State Council Information Office held a press conference, where Vice Minister of Transport Fu Xuyin and others introduced the high-quality development of water transportation in the first half of the year and the relevant situation of China Maritime Day this year.
Accelerating the pace of high-quality development in water transportation
"Since the beginning of this year, we have accelerated the filling of the gaps in water transportation infrastructure, continuously promoted cost reduction and efficiency improvement in water transportation, promoted high-quality development of rail water intermodal transportation, and made every effort to ensure the smooth operation of water transportation, focusing on strengthening the green and intelligent transformation of water transportation," said Fu Xuyin.
The transformation of transportation towards green, low-carbon, and intelligent direction is an inevitable requirement for high-quality development. In recent years, the development of green, low-carbon, and intelligent water transportation in China has significantly accelerated, and the quality and efficiency of services have continued to improve.
Ports are accelerating their green transformation. Continuously improving the standard system for green ports, accelerating the green collection and distribution of bulk cargo in ports, and completing coal collection and distribution in major coastal ports through railways or waterways. From January to May this year, the proportion of coal and ore cleared through green transportation methods such as railways, waterways, enclosed belt corridors, and new energy vehicles further increased to 92.7% and 79.1%, respectively. By the end of last year, a long-term mechanism for preventing and controlling pollution from ships and ports in the Yangtze River Economic Belt had been established, and the sources and destinations of ship pollutants were basically traceable.
The green development of ships is actively promoted. Actively building a clean and low-carbon energy consumption system, vigorously promoting the use of shore power in key areas, key shipping routes, and key vessel berths. 12000 ships in the Yangtze River Economic Belt have completed the renovation of their power facilities. From January to May this year, nearly 40 million tons of shore power were used in ports and water service areas of the Yangtze River Economic Belt, a year-on-year increase of 54%. At the same time, actively promoting the development of new energy and clean energy ships, and playing a demonstrative and leading role, there are currently 450 LNG powered ships and approximately 150 battery powered ships in China.
The construction of smart ports and shipping has achieved significant results. Actively guiding the development of smart ports, 16 automated container terminals have been built, ranking first in the world. At the same time, actively promote the construction of smart waterways, fully utilize technologies such as 5G, Beidou, and big data, promote the interconnection of the main and branch electronic waterway maps of the Yangtze River system, strengthen the monitoring of waterway operation, promote the joint scheduling of multiple cascaded ship locks, and promote the digital and intelligent transformation and development of water service areas. The application of blockchain based electronic shipping platforms for imported shipping containers and bulk cargo is constantly expanding.
Li Tianbi, Chief Engineer of the Ministry of Transport and Director of the Water Transport Bureau, stated that the next step will continue to promote the clean and low-carbon transformation and innovation driven development of water transport, coordinate the development of green ports and green ships, and vigorously promote the construction of smart ports and smart waterways.
Promote port transformation and upgrading, as well as resource integration
Since the beginning of this year, the operation of ports in China has maintained a good trend. From January to May, the total cargo throughput of ports in China reached 6.75 billion tons, a year-on-year increase of 7.9%; Completed a container throughput of 122 million TEUs, a year-on-year increase of 4.8%.
Promote the deepening and integration of port resources. Guiding the local authorities to promote the formation of provincial-level port groups in 10 coastal provinces and 7 provinces along the Yangtze River, has preliminarily achieved the intensification of port resource utilization, integrated operation, orderly competition, and efficient service.
Promoting the coordinated development of regional port clusters, three world-class port clusters are forming. Further optimize the functional layout of port facilities, accelerate the construction of a port system with reasonable functional levels, sufficient guarantee capabilities, strong strategic support, and safe, green, and intelligent capabilities. Strengthen the linkage between departments and provinces, work together to promote the coordinated development of port clusters in the Bohai Rim, Yangtze River Delta, and Guangdong Hong Kong Macao Greater Bay Area, and enhance the overall competitiveness of world-class port clusters.
Strengthen the function of rail water intermodal transportation in ports. Fully leverage the comparative advantages of waterway and railway transportation, as well as the efficiency of comprehensive transportation combinations, accelerate the construction of collection and distribution port railways, and enhance the agglomeration and radiation capabilities of ports. From January to May this year, the national port container rail water intermodal transportation volume reached 3.961 million TEUs, a year-on-year increase of 10.2%, effectively reducing logistics costs and improving operational efficiency.
Enhance the comprehensive service capacity of the port. Since the beginning of this year, the Ministry of Transport has organized the implementation of the Port Service Capacity Enhancement Project, resulting in a significant increase in the installation proportion of IoT terminals for refrigerated containers, and a significant increase in the number of new refrigerated container sockets in hub seaports. At present, 11 coastal container hub seaports have basically established a "one-stop" online business acceptance service platform, and the proportion of online business acceptance orders has reached 86%.
Fu Xuyin stated that the next step will be to focus on the goal of building world-class ports, continue to guide and promote the coordinated development of regional port clusters, further deepen resource integration of provincial-level port groups, organize and implement port service capacity improvement projects, and play a more powerful service guarantee role in promoting coordinated regional economic development and building a modern industrial system.
The preparations for the Maritime Day Week are proceeding in an orderly manner
July 11th this year is the 19th sailing day in China. The theme of Sailing Day is "Sailing on the New Silk Road, Striving for a New Pattern", and the activity week is held in Cangzhou City, Hebei Province. "As one of the important transportation modes, shipping undertakes 95% of China's foreign trade import and export transportation volume. It is the main transportation mode for grain, energy, and resources, and an important guarantee for serving the construction of a new development pattern and promoting domestic and international dual circulation." Li Tianbi introduced that this year's Maritime Day has three main characteristics.
The main forum highlights its authority. At the main forum of this year's Navigation Day, there were three authoritative releases, including the 2022 China Shipping Development Report, the 2023 National May Day Labor Award and the National Worker Pioneer Navigation Field Commendation List, and the list of winners of the China Navigation Science and Technology Award. This not only analyzes and judges the development trends of the industry, but also promotes advanced typical representatives, and reflects technological innovation and development. It will more systematically and comprehensively showcase the achievements and highlights of shipping development over the past year.
Special forums highlight professionalism. The event will hold 9 thematic forums, including maritime technology and safety, international seafarers, port and shipping enterprise development, dredging, maritime culture, and other aspects. This year, Changsha Long, the captain's engineer, was also added, aiming to provide a platform for communication and mutual learning for frontline maritime workers, further enhancing the carrying capacity and influence of the Maritime Day Forum. In addition, this year marks the 50th anniversary of China's restoration of its legitimate seat in the International Maritime Organization, and a special forum on "China and the International Maritime Organization's 50th Anniversary" will be held.
Mass activities are becoming more diverse. The activity week will hold science popularization and cultural activities through a combination of online and offline methods, and various maritime museums, exhibition halls, and maritime science popularization education bases will also be open to the public. "We will carry out activities such as the National Navigation Science Popularization Knowledge Competition, the Speech Competition to Promote the Spirit of Navigation in the New Era, and the Collection of Young People's Navigation Calligraphy and Painting Works to attract public participation," said Zhang Baochen, Executive Vice Chairman of the China Navigation Society.
