At around 19:00 on July 20, 2023, the South County Public Security Bureau received a report from the public, stating that someone had been beaten in Hongyan Lake Park, Nanzhou Town, South County. After receiving the alarm, police officers from the patrol special police brigade of the South County Public Security Bureau quickly rushed to the scene for disposal.
After investigation, it was found that Hongyan Lake Park is a strictly prohibited swimming area, and there are warning signs prohibiting swimming in the lake. At around 19:00 on July 20th, Yang illegally went swimming in the lake and had a dispute with Liu, a staff member of the park management station who came to dissuade him. He forcibly tied Liu to a tree with iron chains, causing negative social impact and constituting a provocative behavior. According to the relevant provisions of the Law of the People's Republic of China on Public Security Administration Punishments, the public security organs have imposed a penalty of 15 days of administrative detention on Yang in accordance with the law.

According to the staff of the South County Urban Management Bureau, the incident occurred in Hongyan Lake Park. The black clad man who was locked in the video was a law enforcement officer of the bureau. He was locked in a tree because he stopped the man from swimming. The staff said that swimming is prohibited in Hongyan Lake in the county, and there are corresponding warning signs by the lake. "He has come many times, and we have repeatedly advised him not to listen," they said. At present, this matter is being handled by the local police station.
