At the beginning of each month, some villagers from Wensu County in Aksu Prefecture, Xinjiang will come to the "employment stations" in each village to learn about recruitment information and exchange information on employment. According to Che Minna, the first secretary of Youkaktuofuhan Village in Tuofuhan Town, Wensu County, 309 people in the village achieved stable employment in the first half of this year, an increase of 81 people compared to the previous year. The average wage income per household exceeded 3000 yuan, and migrant income became the main channel for villagers to increase their income.
Since the beginning of this year, the Aksu region has deeply carried out the project to expand employment and benefit the people, making comprehensive efforts in providing policy information, strengthening skill training, and enriching employment services, achieving 25200 new urban employment, 166200 rural labor force going out to work, and 416700 rural labor force training.
Employment at the doorstep
Let a happy life have a bright future
"The government has opened job fairs in the town, allowing us to find jobs right at our doorstep." In June of this year, Nur'aila Aikemu, a villager from Guoluke Village, Aheya Town, Wushi County, successfully worked in a textile enterprise at our doorstep. Riding an electric bike every day takes less than ten minutes to reach the factory.
In order to provide nearby employment opportunities for villagers, Wushi County accurately surveyed and grasped the employment needs of enterprises. Seven household units organized a special recruitment activity in Aheya Town, providing more than 150 positions. In the end, 58 villagers successfully achieved employment.
The key to employment at home is having an industry at the doorstep. In recent years, the Aksu region has cultivated and strengthened clusters of cotton, forestry, animal husbandry, and vegetable industries according to local conditions, continuously improving economic development momentum and employment absorption capacity.
In recent years, Keping County has built an industrial integration demonstration zone that integrates large-scale camel breeding, camel product development, camel culture tourism, and ecological restoration and management, making camel breeding a prosperous and income increasing industry in the local area.
While striving to expand employment channels, many cities in Aksu have implemented various entrepreneurship assistance policies to achieve dual improvement in employment and entrepreneurship. Abdujili Reheman, who graduated from Xinjiang Agricultural Vocational and Technical College, returned to his hometown with the help of the government to establish the Wensu County Qiulin Fruit Industry Farmers Professional Cooperative, engaged in drone spraying, flight prevention, and other work. He recruited 17 villagers from his village to work in the cooperative, with an average monthly salary of over 3500 yuan per person.
Learning skills helps increase income
Enable young students to have a backbone
During the internship, there will be a salary. After graduation, one can earn nearly 5000 yuan per month. Cao Yuhao, who graduated from Aksu Technician College this year with a major in electrical automation, is now working in a color spinning limited company in Aksu, engaged in daily equipment maintenance and upkeep. He told reporters that more than 20 people in their class have already entered relevant enterprises, and many have become backbone technicians.
Aksu Technician College is a comprehensive technical college that integrates education, social training, and skill level evaluation. Over the past five years, the college has provided a total of 22000 skilled talents to enterprises, with an employment rate of over 95%. Especially for students majoring in textiles, clothing, and mechanical and electrical engineering, 100% of them are able to find employment, achieving the goal of "recruiting as soon as possible, generating income through internships, and obtaining employment upon graduation.".
"In 2019, the college relocated to Aksu Textile Industrial City and began exploring the idea of 'running the school in the park, moving classrooms into factories, and bringing teachers into the campus'. Ding Yonggang, Deputy Director of the College Enterprise Department, introduced that school enterprise cooperation is crucial. Through the customized training model of' ordering meals' by enterprises and 'cooking' by school enterprise cooperation, enrollment and recruitment are synchronized, teaching and production are integrated, internship and employment are integrated. Currently, 60% of the school's annual enrollment is targeted by enterprises.".
In late summer and early autumn, Aksu City still experiences a heatwave. Wang Liangliang from Dingxi, Gansu, learns circuit inspections from his master outdoors every day. Although the weather was hot, he was full of enthusiasm and said, "Aksu has vast development space, and talent is needed here!"
Wang Liangliang graduated from Xinjiang Institute of Technology with a major in Electrical Engineering and Automation. He successfully applied for the position of State Grid Aksu Power Supply Company at the spring job fair held by the college at the beginning of the year. Most of his 53 classmates have also found satisfactory jobs in Aksu.
"As of now, the overall employment rate of the 2023 graduates of the college has reached 84.1%." Xu Jinsong, Deputy Director of the Student Affairs Office of Xinjiang Institute of Technology, introduced that "leaders at all levels of the college are rushing to the front line of employment work, actively exploring the employment market, visiting, researching, and contacting 356 employers. At the same time, we are continuously improving the level of employment service informatization. The employment service platform we have built has settled in 741 household units, provided more than 12000 positions, and pushed 14000 pieces of employment information, greatly improving the quality and service level of employment services."
Optimizing the business environment
Give hope to small and micro enterprises
In the Southern Xinjiang Silk Road Innovation Park, Zhou Hongli, the head of a company in Xinjiang, is busy. At a young age, she is very capable and introduces the company's home cleaning services to clients.
"The living standards of urban residents are getting higher and higher, and domestic services also require higher standards. Our company's team of 20 people, 80% of whom are veterans and college students, had a net profit of over 300000 yuan last year." Zhou Hongli said that thanks to the policy support and broad market prospects of the innovation park, the company has recruited 6 new employees this year and plans to gradually expand its business outside of Aksu City.
Since its official operation in 2018, the South Xinjiang Silk Road Innovation Park has attracted 266 startups to settle in, directly driving 1835 jobs and serving nearly 10000 people. "By providing rent free and shared public conference rooms for incubating enterprises, as well as entrepreneurial training and resource docking activities, the Zhongchuang Park not only enables incubating enterprises to 'break through the shell' and grow, but also effectively promotes employment for the people." Liang Yuan, the person in charge of the South Xinjiang Silk Road Zhongchuang Park dispatched by the Aksu Region Human Resources and Social Security Bureau, introduced.
A good business environment enables small and micro enterprises to grow rapidly. Liu Chun, Secretary of the Party Group and Deputy Director of the Aksu Regional Government Service and Public Resource Trading Center, said that in the first third-party land and business environment evaluation conducted in Xinjiang, the overall evaluation of the Aksu region ranked first in the entire Xinjiang. "We will continue to optimize the business environment, cultivate more small and micro enterprises for rapid growth, and thereby drive employment and income growth for the people.".
