Plan to break through all the walls! Excavators are being driven into the site, and the owner is purchasing 42 units on the second floor | owner | plan
At the end of April this year, cracks appeared in a residential building in Harbin when homeowners smashed the load-bearing wall during renovation. More than 200 households were urgently evacuated and unable to return home, sparking public attention and discussion.
On June 5th, another similar incident surged on Weibo's hot search. According to reports, the second floor of Yuegongguan Apartment in Wuyue Square, Sihui City, Zhaoqing, Guangdong Province, was completely purchased by a homeowner. They used large machinery to dismantle the walls and smash columns, preparing to break through all the walls of 42 units!
One third of the walls on the entire floor have been demolished
Recently, the reporter visited this apartment and saw on the second floor that the scene could indeed be described as "devastated". Multiple walls were knocked off, multiple columns were cut off, and steel bars were exposed.
It is reported that the second floor area involved is about 1800 square meters, and currently, the construction team has demolished nearly one-third of the area.
A homeowner told reporters that in order to facilitate the transportation of decoration and construction waste on the second floor, the construction team directly penetrated the ceiling of the first floor.
In order to improve the progress of wall demolition, the construction party even lifted the excavation machinery to the second floor for operation.
The reporter learned that all 42 units on the second floor were purchased by the same owner, and the plan is to renovate them into entertainment venues after all the walls are connected.
Mr. Apartment Manager told me
The owners stated that after the second floor owners brutally renovated, multiple homeowners upstairs had cracks of varying degrees.
Housing and Construction Department:
We will assess the safety of the building
Shouldn't we stop the property renovation in this way? Property manager He Zhijian said, "Coming to the property center for communication means we need to connect. At that time, we didn't know how to use machinery, but we told me it was done manually."
The reporter asked, "Have you not noticed the phenomenon of the excavator being lifted to the second floor?"? The property manager said, "This is indeed our negligence in management and we did not see it.". But the reporter saw the decoration plan for the second floor at the elevator entrance. The decoration time on May 23rd, 25th, and 29th, and the property department still has inspection records.
The property manager said that he had previously requested the second floor owner to provide a "construction permit application": "I should have obtained a construction permit to report to the housing and construction department. At that time, I had already requested the owner to provide this form, but so far he is still going through the process."
The reporter reported the situation to the Housing and Construction Bureau of Sihui City, and the staff stated that they immediately organized professional personnel to inspect the site after receiving the complaint on May 29th. According to Gao Rongchao, Director of the Real Estate Service Center of the Housing and Urban Rural Development Bureau of Sihui City, Zhaoqing, "Approximately 700 square meters of partition walls have been demolished. According to the Building Law, if the decoration and renovation area exceeds 500 square meters, including more than 500 square meters, and the cost exceeds 1 million yuan, a construction permit must be obtained. So far, no relevant construction permit has been obtained for this project."
At present, the Housing and Construction Bureau of Sihui City has issued a notice of rectification for illegal decoration, ordering the construction site to stop work for rectification. On the afternoon of June 3rd, the Housing and Urban Rural Development Bureau organized construction experts to survey the damage to the building, and the next step will also commission a third-party organization to assess the safety of the building.
