Perspective on measures taken by many northern regions to cope with high temperature weather, direct transportation for people's livelihoods, heatwaves hitting the public, health, and high temperatures
Recently, Beijing, Tianjin, Hebei, Inner Mongolia and other places have successively experienced high temperatures, with some areas reaching a maximum temperature of 43 ℃ or above. How to deal with the raging heat wave? What are the precautions for personal health protection? How to prevent heatstroke? In response to issues of public concern, the reporter interviewed relevant departments and sorted out measures to cope with high temperature weather in multiple regions.
Continuous high temperature weather triggers multiple regional warnings
On the afternoon of the 20th, the Tianjin Meteorological Observatory issued an orange high-temperature warning signal, and the municipal meteorological department quickly entered a third level emergency response state. To cope with the high temperature weather, Tianjin Power Department adopts staggered operation mode to reduce the duration of outdoor work and prevent operators from experiencing discomfort symptoms such as heatstroke.
At the construction site of the 220 kV substation reconstruction project in Wuqing District, Tianjin, the working hours have been adjusted in the past few days. Zhang Kang, the construction team leader of the Cable Construction Branch of Tianjin Power Transmission and Transformation Engineering Co., Ltd., introduced that the project team carries out construction during periods of relatively low temperature and weak sunlight in a day, and pays attention to the physical and mental condition of the construction personnel, rotating them regularly.
On the afternoon of the 24th, the Inner Mongolia Meteorological Observatory issued a red high-temperature warning signal, which showed that within 24 hours, the highest temperature in some areas of central and eastern Chifeng City, central and southwestern parts of Tongliao City, southeastern parts of Xing'an League, and southwestern parts of Hulunbuir City had risen to over 40 ℃. The local meteorological department urgently reminds relevant departments and units to take emergency measures for heatstroke prevention and cooling according to their responsibilities, and to stop outdoor operations except for special industries.
At 16:50 on the 24th, the Hebei Provincial Meteorological Observatory continued to issue an orange high-temperature warning signal. It is expected that during the day of the 25th, the highest temperature in the central and eastern parts of Baoding, Xiong'an New Area, southern Langfang, central and eastern parts of Shijiazhuang, and western Cangzhou can reach 36 ℃ to 38 ℃, and relevant units and personnel will be reminded to take precautions.
Henan Province has launched a Level 4 emergency response for major meteorological disasters in response to this round of high temperature processes. The summer shelter station of the Kaifeng City Appearance and Environmental Health Affairs Center in Henan Province provides heatstroke prevention items such as Feng You Jing and Huo Xiang Zheng Qi Shui for sanitation workers. The center has also adjusted outdoor work hours and increased the frequency of mechanized work.

Multi departmental deployment of heatstroke prevention and cooling work
The All China Federation of Trade Unions has issued a notice on doing a good job in heatstroke prevention and cooling for employees in 2023, requiring trade unions at all levels to supervise employers to reasonably layout production sites and issue high-temperature allowances in accordance with regulations;
The National Health Commission and the National Bureau of Disease Control and Prevention jointly issued the Notice on Doing a Good Job in Heatstroke Prevention and Cooling for Employers in 2023, deploying heatstroke prevention and cooling work for key industries, key positions, and key populations;
The National Bureau of Disease Control and Prevention has released the "Guidelines for Public Health Protection against High Temperature Heat Waves", which proposes health risk intervention measures and suggestions for the population in response to the health problems caused by high temperature heat waves in summer in China, and guides the public to carry out scientific protection
In order to protect public health and effectively prevent occupational heatstroke incidents, relevant departments have issued documents requesting all regions and relevant units to actively carry out heatstroke prevention and cooling work for employees, and reminding the public to strengthen their own health protection.
Under high temperature weather, stable power supply and safe electricity consumption by the people are crucial for thousands of households. State Grid Beijing Electric Power Company fully leverages the role of emergency repair centers at the city and town levels, deploying over 200 dominant network repair teams and more than 100 emergency power generation vehicles on standby, and opening 24-hour emergency power transmission services to facilitate people's electricity purchases.
To cope with the peak water demand during the high-temperature period, Tianjin Water Group fully utilizes the dual water sources of the Luan River and the Yangtze River to ensure the water supply pattern, optimizes water transmission lines, and ensures stable and sufficient water supply. The various water supply companies under the group organize professional repair teams to provide 24-hour standby and fully guarantee the water needs of residents.
Under such high temperatures, how to ensure the normal learning and life of students in school has become a hot topic of social concern. The Beijing Municipal Education Commission issued a notice on the evening of the 23rd, clarifying that measures such as reducing or suspending classes can be taken according to actual circumstances in hot weather. In terms of organizing the middle school entrance examination, effective measures should be taken to reduce classroom temperature, increase indoor ventilation, and create a good examination environment for candidates.

Strengthening personal health protection and scientific prevention of heatstroke
According to experts from the National Bureau of Disease Control and Prevention, the "High Temperature Heat Wave Level" defines high temperature heat waves as weather processes with high temperature, high humidity, and long duration that make the human body feel uncomfortable, may threaten public health and life safety, increase energy consumption, and affect social production activities. High temperature heat waves can directly cause heat related diseases such as rash, swelling, syncope, spasms, heat exhaustion, and heat stroke.
"High temperature heat waves are highly likely to cause heatstroke. Once heatstroke occurs, timely intervention and correct disposal should be carried out. Patients should be transferred to a cool and ventilated place, their clothes unbuttoned, and measures such as wiping and applying cold compress should be taken to help patients lower their body temperature." said Chi Cheng, Deputy Chief Physician of the Emergency Department of Peking University People's Hospital. At the same time, patients should be supplemented with fluids containing salt to compensate for the loss of fluids and electrolytes caused by heatstroke.
Experts from the National Health Commission remind patients to seek medical attention promptly when their body temperature continues to rise or even exceeds 40 ℃, or when they experience persistent headaches, muscle spasms, shallow and fast breathing, nausea, and other symptoms in high-temperature environments or after heavy physical labor; If a patient is found to be unconscious, extremely weak, with blurred consciousness, delirium, epilepsy, etc., they should be immediately sent to the hospital or assisted in dialing 120.
Currently, the hot weather is still ongoing, how should the public prevent heatstroke? Experts suggest avoiding working, exercising, or living for long periods of time in high temperature and humidity environments as much as possible. It is important to balance work and rest, and to actively, repeatedly, and appropriately drink water. Do not drink water only when feeling thirsty. At the same time, the diet should be light, supplemented with drinks and seasonal fruits that have heatstroke prevention and cooling effects, such as mung bean soup, watermelon, etc.
