At the same time, in some places, the awareness of land conservation is not strong enough, and illegal and irregular land occupation, as well as the phenomenon of "non agriculturalization" and "non grainification" of farmland, occur frequently. The National Outline of Land and Space Planning clearly states that the target for protecting arable land in China is 1.865 billion mu, which will remain unchanged until 2035. To ensure the stability of the quantity of cultivated land, it is necessary to take hard measures such as "growing teeth", strictly regulate the balance of occupation and compensation of cultivated land, steadily and orderly implement the balance of entry and exit of cultivated land, freeze and supplement the quota of illegally occupied cultivated land, and firmly hold the red line of 1.8 billion mu of cultivated land.
Today's arable land is tomorrow's rice bowl. Consolidate the foundation of arable land, achieve grain storage in the land, and steadily improve the quality of arable land. The data shows that the average grain production capacity per mu of high standard farmland has generally increased by 10% -20%, with significant water-saving, fertilizer saving, and drug saving effects.
