The process, causes, casualties, direct economic losses, and the situation of relevant units and enterprises of the two accidents have been investigated separately. The problems and responsibilities of the local party committees, governments, relevant departments, and units have been identified separately.

According to the investigation and determination of the accident investigation team of the State Council, the "11.21" particularly serious fire accident was a production safety responsibility accident caused by the serious violation of laws and regulations by the enterprise leader, the failure to implement the main responsibility, and the inadequate performance of local party committees, governments, and relevant departments and units; According to the investigation and determination of the accident investigation team of the State Council, the "2.22" particularly serious collapse accident was a production safety responsibility accident caused by an enterprise illegally contracting construction units without mining construction qualifications to carry out long-term risky and reckless work during the period of mine construction to open-pit technical transformation. Relevant departments' supervision and law enforcement were "loose and weak", and local party committees and governments were negligent in management, resulting in the long-term existence of major risk hazards. The lessons learned from the two accidents are very profound, and we must carefully learn from them, firmly establish the concept of "people first, life first", and resolutely prevent and curb the occurrence of major accidents.
