People's Daily Review: Winning the Two Hard Battles of Rescue and Disaster Relief and Post Disaster Reconstruction Department | People | Rescue and Disaster Relief
Affected by heavy rainfall since July 28th, more than 20 rivers in the Haihe River Basin have experienced floods exceeding the warning level, and flood disasters have occurred in Beijing, Hebei and other places. The flood situation is a command. The relevant departments quickly mobilized emergency rescue forces, made every effort to search and rescue the lost and trapped personnel, properly resettled the affected people, and quickly repaired damaged infrastructure, fully safeguarding the safety of people's lives and property, and resolutely won the tough battle of flood prevention and disaster relief. As of 8:00 am on August 4th, a total of 1.5402 million people have been transferred from Hebei, including 961200 people transferred from flood storage and detention areas.
People's lives are above all else. The rare heavy rainfall this time has led to a surge in river water and flash floods, causing some local houses to be flooded, roads to be destroyed, and people to be trapped. To implement flood prevention and disaster relief measures, we must adhere to the principle of putting people first and life first, and prioritize the safety of people's lives and property. Currently, more and more disaster stricken people have been successfully relocated and resettled, but emergency rescue work cannot be taken lightly. It is necessary to quickly realize that trapped people should be fully relocated. For buildings affected by disasters, scientific identification and evaluation should be carried out to prevent secondary disasters from occurring. In the long run, the situation of flood prevention and control remains severe, and it is necessary to do a good job in meteorological warning, river embankment reinforcement, and other work, identify weak links, and resolutely prevent accidents involving casualties.
A smooth transfer requires proper placement. Currently, temporary resettlement sites in various regions provide beds, food, and hot water for the relocated population, and many people also use air conditioning and television. To ensure orderly living, we must provide "hard support" for basic living needs such as food, accommodation, and medical care to alleviate the worries of the masses. At the same time, we must strengthen "soft guidance" in emotional comfort and other aspects to guide everyone to overcome difficulties with firm confidence.
Difficulties are temporary. To help the affected people recover from difficulties as soon as possible, the key is to carry out post disaster reconstruction as soon as possible. Recently, the National Development and Reform Commission urgently issued investment support from the central budget for post disaster reconstruction. To restore and build a common home for all, we must continue to promote drainage and dredging work, accelerate the repair of damaged facilities such as water conservancy, transportation, communication, and electricity, ensure the normal operation of infrastructure and public service facilities, restore normal production and living order as soon as possible, and better ensure the needs of people's livelihood.
For the affected population, resettlement sites are temporary resting places, and rebuilding their homes is a common aspiration. But how to solve the problem of houses becoming dangerous, what to do if crops cannot be replanted due to disasters, and when factories that have stopped working will resume production... There are countless problems that need to be solved one by one. Various regions and departments should accelerate the restoration and reconstruction of damaged houses, and carry out repairs, renovations, and relocations according to the situation; Accelerate the restoration of production facilities such as agriculture, forestry, animal husbandry, and fishing, and make every effort to ensure that there is a reduction in grain production in disaster areas; Compensation for losses caused by flood storage and detention areas in accordance with the law, timely assistance to people in difficult living conditions... Only by doing a more detailed job, considering the situation more carefully, and helping the affected people live and work in a safe and comfortable manner, can the losses caused by flood disasters be truly reduced.
In recent days, the Hebei Military Region has mobilized more than 4000 militiamen and over a hundred assault boats to urgently assist and rescue the masses in Baoding and other areas; Hundreds of civilian rescue forces from across the country spontaneously went to Zhuozhou to evacuate and transport trapped disaster victims; The disaster stricken villages and towns have formed self rescue teams, responsible for transporting materials and taking care of the elderly... camouflage green, sun red, flame blue, volunteer orange, and millions of ordinary people are working hard to unite a strong force in disaster prevention, reduction, and relief. By coordinating various resources and mobilizing the participation of all sectors of society, with the unity of the Party and the masses, the cadres and the people, and the military and the people, we can win the two tough battles of disaster relief and post disaster reconstruction. The people in disaster areas will surely be able to overcome floods and start a new life.
