In recent years, many drivers in Shanghai have noticed that at street intersections, large vehicles often stop for a few seconds during a right turn before moving forward, and there are often a few big words on the car that read "must stop when turning right".
"Large vehicles turning right have a large blind spot in the driver's field of vision, making it sometimes difficult to notice non motorized vehicles and pedestrians on the right." Lu Wei, the captain of the Vehicle Propaganda Brigade of the Traffic Police Detachment of the Pudong Branch of the Shanghai Public Security Bureau, told reporters that these vehicles are large in size and weight, and once a traffic accident occurs, the losses are significant.
Starting from 2019, in response to the frequent occurrence of traffic accidents caused by large vehicles turning right, Pudong public security organs have begun to pilot the "right turn must stop" policy for large vehicles. The first pilot unit is Pudong Public Transport Company, which has over 4000 buses. Under the guidance of the traffic police department, the company has unified regulations for all drivers, requiring them to stop steadily and observe at right turn intersections to ensure safety before passing.
"During the one-year pilot period, these buses' right turns did not cause any fatalities, which gave us great confidence," said Lu Wei. On the basis of the pilot project, relevant departments in Pudong have incorporated the standard of "right turn must stop" protective measures into the relevant regulations for new road traffic, and set up special right turn isolation facilities and 5282 reflective columns at 698 intersections; Drive 2885 waste and mixing vehicles to install right turn reminders.
The Pudong traffic police department is exploring data empowerment governance, entrusting relevant enterprises to develop a "right turn must stop" warning system for large vehicles. Through voice prompts, the right turn traffic trajectory of large vehicles is standardized, and drivers are urged to ensure safety before exiting the intersection.
Zhang Yifei, the captain of the Traffic Police Detachment of Pudong Sub bureau, introduced that in the first half of this year, the number of deaths in road traffic accidents in Pudong New Area decreased by 9.6% compared to 2019, and there was no road traffic accident with more than 2 deaths. The number of fatalities caused by large truck turns decreased by 53.8% compared to 2019.
