Shanxi Province recently introduced measures to provide a one-time onboarding reward of 30000 to 60000 yuan to employees who start working in elderly services from July 2023. Shandong Province provides one-time entry bonuses ranging from 10000 to 20000 yuan to graduates and employees in elderly care institutions. At present, a total of 1211 college and vocational school graduates in the province have received a subsidy of 12.32 million yuan. In Shenzhen, starting from May 1, 2023, employees of elderly care institutions who meet the relevant conditions can not only enjoy an entry subsidy of 8000-15000 yuan, but also receive a monthly job subsidy of 100-800 yuan after joining. Xi'an City has recently introduced measures to provide a one-time subsidy of 2000 yuan per person for probationary units with a retention rate of over 50% after the completion of their probationary period. Jiangsu Province will also include elderly care nurses and elderly care service management personnel in the scope of urban credit and household registration policies.

In addition to employment subsidies, Yunnan, Shandong and other regions have also established platforms for matching the supply and demand of elderly care talents. In Nantong, Jiangsu Province, 65% of the more than 300 elderly care institutions in the city have middle-aged and elderly caregivers over 50 years old. During interviews with multiple vocational colleges in Shandong, Jiangsu, Henan, and other regions, it was found that the demand for graduates in nursing related majors in 2023 is in short supply. Shandong Province is the province with the largest enrollment scale for elderly care majors in China. In 2023, there were over 4000 graduates, which is far from meeting market demand. The relevant person in charge of the Ministry of Civil Affairs stated that in the next step, the Ministry of Civil Affairs will work with relevant departments to study and formulate policy measures to strengthen the construction of the elderly care service talent team, promote the improvement of mechanisms such as the training, evaluation, and incentive of elderly care service talents, and promote the average salary and benefits of frontline service personnel such as elderly care nurses, which should not be lower than the average salary level of local residents in the service industry in the previous year. Expand talent sources and build a multi-level, application-oriented, and composite talent team for elderly care services.
