The report of the 20th National Congress of the Communist Party of China pointed out: "Optimize the allocation of innovative resources, optimize the positioning and layout of national scientific research institutions, high-level research-oriented universities, and technology leading enterprises, form a national laboratory system, and coordinate the construction of international and regional science and technology innovation centers."
In terms of innovative resource allocation, the government should play a good role in organizing and guiding, and apply good steel to the cutting edge. From the perspective of empowering high-quality development of regional economy through technological innovation, we must adhere to the dual efforts of a responsible government and an effective market, coordinate and optimize the allocation of innovation resources such as research and development carriers, capital, technology, talent, infrastructure, and data, and form a joint force to promote high-quality development. In terms of a responsible government, we should "improve the efficiency of scientific and technological investment, deepen the reform of the allocation and use mechanism of fiscal scientific and technological funds, and stimulate innovation vitality"; In terms of effective markets, "building a unified national market, deepening factor marketization reform, and building a high standard market system"; In the integration and innovation ecosystem of science and technology economy, we will fully leverage the great integration role of research and development carriers, diversified investment, digital infrastructure, scenario driven, and central and local resource coordination, and build a high standard development pattern of international/regional science and technology innovation centers. Therefore, the author believes that the following points should be given attention.
Firstly, a new type of R&D institution with flexible mechanisms should be used as a carrier. Smooth the channels for basic research, applied research, experimental development, and industrialization, expand the deep integration of industry, academia, and research led by technology leading enterprises, focus on leveraging the role of technology leading enterprises as "question setters", "answer takers", and "examiners", promote the integration of key project collaboration and research and development activities, and promote the "unveiling and leading" organizational mechanism at a deeper level. Beijing attaches great importance to leveraging the unique advantages of flexible operating mechanisms, strong resource aggregation capabilities, and focused scientific research directions of new research and development institutions, gathering cutting-edge fields such as quantum information, artificial intelligence, blockchain, neuroscience, and 6G, and focusing on supporting the construction of a number of new research and development institutions; Build a high-precision and cutting-edge industrial strong chain project and take the lead in supporting leading enterprises such as Kuangshi, Tianzhihang, Liyade, Xiaomi, etc. to form innovation alliances, further enhancing the industry's common technological breakthroughs and source supply capabilities.
Secondly, a stable and diversified investment mechanism is taken as a guarantee. Optimize the way fiscal and financial support technology innovation, adhere to the leverage effect of fiscal technology investment, continuously improve the guidance mechanism for entrepreneurial investment, actively attract social capital to participate in early and long-term investment in key high-precision projects through market-oriented investment methods such as government equity investment, guidance funds, and PPP, and cultivate more patient capital. Encourage society to invest in basic research through donations and the establishment of funds. In 2018, Shenzhen Angel Mother Fund was established, with a total investment scale of 10 billion yuan. It is funded by the government through the city's guidance fund, focusing on early investment, small investment, and technology investment, all of which are invested in strategic emerging and future industries. The proportion of investment in sub funds can reach up to 40% of the total size of sub funds, and the actual investment in sub funds has reached nearly 80, leveraging social capital investment.
Once again, supported by moderately advanced digital new infrastructure. Building a solid foundation for industrial digitization and digital industrialization, and building an innovative ecosystem that integrates industry, academia, and research, as well as large, medium, and small enterprises. Shanghai is accelerating the construction of new infrastructure for smart cities, with a focus on promoting technologies and applications such as BIM and GIS. It is creating a city level industrial ecological platform that integrates cutting-edge technology innovation, showcases demonstration applications, and involves multiple parties, supporting the city to move towards a smart era of all scenarios.
In addition, driven by the open expansion of technological application scenarios. Fully tap into the unique advantages of rich and diverse technological application scenarios in mega cities and big cities, effectively support the rapid research and development, application, and iterative upgrading of new technologies and products, and accelerate the maturation and landing of high-precision and cutting-edge industrial projects. We will also plan and reserve a number of major projects in advance, expand new investment directions, efficiently support high-quality economic development, and form a strong joint force of science and technology to support high-quality economic development. Shanghai adheres to openness and integration, strengthens the global innovation resource allocation function, actively deploys national laboratory construction, undertakes the landing of various national strategic scientific and technological forces, promotes coordinated development in the Yangtze River Delta, further strengthens the comprehensive empowerment of high-quality development, high-quality life, and efficient governance through scientific and technological innovation, coordinates the efficient linkage development of Zhangjiang Comprehensive National Science Center, Zhangjiang Science City, and Zhangjiang National Independent Innovation Demonstration Zone, and accelerates the construction of a science and technology innovation center with global influence.
