In the popular TV series "The Long Season," there is a line that goes: "Look forward, don't turn back." This line can also be used to describe the present-day Northeast.

Northeast China, the once glorious "eldest son of the republic," has attracted attention as its economic growth rate exceeded the national average in the first quarter of this year. Recently, the three northeastern provinces have been taking frequent actions.

"There is no way to retreat, only to move forward"

"In the past decade, our growth rate has been lower than the national average, and there is a lot of pressure. We have no way out anymore, there is no way out, only to move forward." This was a sentence spoken by Li Lecheng, Deputy Secretary of the Liaoning Provincial Party Committee and Governor, in a recent CCTV program "Dialogue".

This highlights the urgency of Liaoning, which used to be the "leader of Liaoning," for new breakthroughs. In the 2023 government work report, Liaoning proposed that this year's economic growth will catch up with the national level, and next year it will exceed the national level. In the third year, it will complete the "14th Five Year Plan" goals as scheduled, and use unconventional measures to fight a "Liaoshen Campaign" for the revitalization of Northeast China and Liaoning in the new era.

Liaoning has had a good start this year, with a year-on-year GDP growth of 4.7% in the first quarter, which is 0.2 percentage points higher than the national average.

Since June, Liaoning has been taking continuous actions. On June 10th, the Provincial Conference on the Revitalization and Development of the Cultural and Tourism Industry was held, and leaders of the Party and government of Liaoning Province attended. Hao Peng, Secretary of the Liaoning Provincial Party Committee and Chairman of the Standing Committee of the Provincial People's Congress, called for "extraordinary measures to promote the revitalization and development of the cultural and tourism industry.". On June 12th and June 13th, the Party and government delegation of Liaoning Province went to Jiangsu Province and Shanghai for study and inspection.

Jilin, which ranked first in economic growth in the country in the first quarter of this year, is also continuing to make efforts.

Jilin recently released several measures to support the high-quality development of individual businesses and small and micro enterprises. In response to the common problems of high production and operation costs, urgent demand for factor protection, poor capital turnover, and weak market competitiveness in the development of individual businesses and small and micro enterprises, 21 measures are proposed from seven aspects: facilitating entrepreneurship and development, reducing costs to expand operations, strengthening factor protection, promoting transformation and upgrading, increasing financial support, creating a trustworthy and trustworthy business environment, and optimizing service methods.

Heilongjiang's economy grew by 5.1% year-on-year in the first quarter of this year, which is 0.6 percentage points higher than the national average. At present, as executives from multinational corporations are visiting China, Heilongjiang is also aiming to attract more investment from multinational corporations.

On June 11th, the Ministry of Commerce held the "Heilongjiang Multinational Corporation Investment Cooperation Exchange Conference" in Harbin. More than 40 multinational corporations from 15 countries and regions around the world have gathered in Heilongjiang as leaders of the Asia Pacific and China regions.

Xu Qin, Secretary of the Heilongjiang Provincial Party Committee and Chairman of the Standing Committee of the Provincial People's Congress, stated that the Heilongjiang Provincial Party Committee and Government will focus on building a comprehensive system of opening up to the outside world, supporting more multinational enterprises to enter, invest in, and achieve their dreams in Longjiang.

Optimize the business environment and continue to make efforts

The business environment is crucial for the economic development of a place. The business environment was once a pain point for the development of the Northeast region. Zhongxin Finance and Economics has noticed that since the beginning of this year, the three provinces in Northeast China have continued to make efforts to optimize the business environment, focusing on solving the problem of "investing only in mountains and seas".

At the Liaoning Provincial Conference on Optimizing the Business Environment held in March this year, a statement by the Secretary of the Liaoning Provincial Party Committee, Hao Peng, was widely reported: "Those who destroy our business environment are destroying the revitalization and development of Liaoning, the future of Liaoning, and the happy life of the people of Liaoning. In March, Heilongjiang Province held a conference on optimizing the business environment in the province, proposing to have a sense of progress and urgency that is not willing to fall behind. One by one, measures should be taken to pressure and implement responsibilities, and one by one, gaps should be identified to make up for shortcomings and breakthroughs should be made, in order to achieve the goal of making the business environment one of the most popular in the country as soon as possible.

Jilin Province released the Implementation Plan for Four Construction Projects in January this year, which includes an efficient and convenient government environment, a fair and just legal environment, a market environment that benefits enterprises, and a strong factor environment.
