According to public information, Yang Wenyuan, male, born in August 1982, is of Han ethnicity and a member of the Communist Party of China. He holds a university degree and a Bachelor's degree in Agriculture. He has previously served as the Director of the Office of the Organization Department of the Qinghai Provincial Committee of the Communist Party of China. In September 2020, the Organization Department of the Qinghai Provincial Party Committee issued a pre appointment notice for cadres. Yang Wenyuan, then Director of the Office of the Organization Department of the Qinghai Provincial Party Committee and a first level researcher, was proposed to be promoted to the position of deputy department level leading cadre. Afterwards, Yang Wenyuan was appointed as the Deputy Secretary General of the Qinghai Provincial Committee.

Yang Wenyuan has been commended multiple times. In March 2011, March 2014, and March 2018, Yang Wenyuan was awarded the third class merit by the Organization Department of the Qinghai Provincial Party Committee, the Provincial Department of Human Resources and Social Security, and the Provincial Civil Service Bureau, respectively.

In January 2014, Yang Wenyuan was awarded the title of "exemplary individual in Comprehensive Social Management and Safety Construction in Qinghai Province" by Qinghai Provincial Commission of Comprehensive Social Management and Social Security Department of Human Resources.

In October 2018, Yang Wenyuan was awarded the title of "People Satisfied Civil Servant" by the Qinghai Provincial Party Committee and Government, and in June of the following year, he was awarded the 9th National "People Satisfied Civil Servant" title by the Central Organization Department and the Central Propaganda Department.

The "Sea of Youth" WeChat official account once published the article "Qinghai Province Won the Ninth National" Civil Servant Satisfied by the People "- Yang Wenyuan", in which it was mentioned that Yang Wenyuan is a famous "desperate Sanlang" in the Ministry of Public Security, and has not taken annual leave for more than ten years in a row, and has no weekends or holidays. The office participates in drafting over 100 comprehensive materials annually, handles over 3000 documents annually, and publishes over 200 issues of "Qinghai Organization Work Information" every year. On July 11th, the Guizhou Provincial People's Government website released information on the appointment and removal of cadres. Among them, Xu Liuwei, former Deputy Mayor of Bijie City, was appointed as the Deputy Director of the Department of Culture and Tourism of Guizhou Province.

According to public data, Xu Liuwei, male, Han nationality, was born in June 1982 in Hong'an, Hubei Province. He started working in August 2005, joined the CPC in December 2002, and has a master's degree from Renmin University of China.

Xu Liuwei has worked in the General Office of the Guizhou Provincial Government for many years, serving as the Deputy Director of the Secretariat and other positions. In April 2012, Xu Liuwei went to work in Danzhai County. In January 2014, he became the county magistrate of Danzhai County, becoming the youngest county magistrate in Guizhou at that time.

Xu Liuwei served as a member of the Standing Committee and Deputy County Magistrate of Danzhai County, and later as a member of the Standing Committee and Executive Deputy County Magistrate of Danzhai County, Deputy Secretary and Executive Deputy County Magistrate of Danzhai County. In January 2014, he was appointed as Deputy Secretary and County Magistrate of Danzhai County.

In July 2020, Xu Liuwei won the honorary title of "Excellent Communist Party Member" for poverty alleviation in Guizhou Province, and in February 2021, he was awarded the title of "National exemplary individual for Poverty Alleviation" by the CPC Central Committee and the State Council.

In June 2021, Xu Liuwei was appointed as a member of the Party Group of the Bijie City Government and later elected as the Deputy Mayor of Bijie City, rising to the rank of Deputy Director, marking his new appointment.
