According to the Xizang Autonomous Region Commission for Discipline Inspection, Guo Guo, the former secretary of the Party Leadership Group of the Xizang Autonomous Region Market Supervision Administration, is suspected of serious violations of discipline and is currently under disciplinary review and supervision by the Xizang Autonomous Region Commission for Discipline Inspection.

According to public data, Guoguo, male, Tibetan, born in October 1967, is from Mozhugongka, Xizang. I joined the Party in June 1992 and started working in May 1984. I am an in-service graduate student majoring in the history of the Communist Party of China at the Research Institute of the Central Party School.
Guoguo has been serving in Lhasa for a long time, serving as the Deputy Secretary of the Lhasa Youth League Municipal Committee, a member and Deputy Director of the Municipal Cultural Bureau Party Group, Deputy Secretary and Director of the Municipal Tourism Bureau Party Group, Deputy Secretary and County Mayor of Nimu County, etc. In 2010, he was appointed as a member of the Lhasa Municipal Government Party Group and Deputy Mayor, and in 2013, he was appointed as a member of the Lhasa Municipal Committee and Secretary of the Chengguan District Committee.
In 2016, Guo Guo was appointed as the Deputy Secretary of the Lhasa Municipal Party Committee, Party Secretary of the Municipal Government, Deputy Mayor, and Acting Mayor. In June 2017, he was elected as the Mayor of Lhasa. During this period, he also served as the Secretary of the Chengguan District Committee until September 2020.

According to public data, Lin Sheng, male, Tibetan, was born in Duilong Deqing, Xizang in October 1963, graduated from the Central Party School, majoring in law, joined the Party in June 1984 and started working in August 1980.
In January 2015, Lin Sheng was appointed as the Deputy Mayor of Lhasa, while Guo Guo served as a member of the Standing Committee of the Lhasa Municipal Committee and the Secretary of the Chengguan District Committee.
Guoguo was appointed as the "leader" of the Lhasa Municipal Government in June 2016, with Lin Sheng as the deputy mayor of Lhasa, and the two being superiors and subordinates.
Lin Sheng was transferred to become a member of the Party Group and Deputy Director of the Standing Committee of the Lhasa Municipal People's Congress in April 2018, and later became a deputy department level cadre of the Standing Committee of the Lhasa Municipal People's Congress.
