During exchanges with the Zhejiang Provincial Emergency Management Department, they learned that in order to solidly do a good job in public safety protection for the Asian Games, they fully play the role of the "Asian Games Guarantee Coordination Group Office", closely focus on the main line of "safely escorting the Asian Games", from the three dimensions of "refining responsibility division", "implementing work closed-loop", and "strengthening integrated command", deploy at a high level, implement comprehensive policies, and lay a safety guarantee foundation for high-level first-class competitions.
In terms of refining the division of responsibilities, they formulated a work plan, clarified the member structure, refined the division of responsibilities, prepared a task book, and established three working mechanisms: work meetings, list management, and closed-loop supervision, based on the needs and work needs of the Asian Games security services, to promote the efficient operation of various work of the security coordination group.
In terms of implementing the work loop, they hold monthly meetings of the Office of the Support Coordination Group and bi monthly meetings of the Support Coordination Group, focusing on topics such as environmental quality, meteorology and water conservancy, power supply, and communication service guarantee, coordinating and solving key service guarantee issues, and strictly supervising the progress of work according to time nodes and progress requirements to promote the implementation of the work loop.
In terms of strengthening integrated command, they have built a coordination and command platform for the Asian Games with the support of "flood and typhoon prevention online". At present, the platform integrates five modules: work system, analysis and analysis, emergency support, system integration, and video monitoring, covering 15 provincial-level departments horizontally, and vertically penetrating the provincial, municipal, and county levels and 56 venues, achieving "one network perception, one screen command, one key dispatch, and integrated command".
It is reported that under the careful organization and coordination of the Provincial Emergency Management Department, and with the joint efforts of 15 member units including ecological environment, meteorology, electricity, and 20 counties in 6 cities involved in the competition, various security measures for the Asian Games have been prepared. Up to now, a large amount of sufficient preparation work has been carried out in areas such as environmental quality, meteorological guarantee, power guarantee, communication guarantee, and urban side operation guarantee, and significant achievements have been made. In terms of flood and typhoon prevention, the "1833" command system has been explored and established, and efforts have been made to do a good job in the defense and response of Typhoon 5 "Dussuri" and Typhoon 6 "Kanu".
It is understood that during the countdown to the Asian Games, the Provincial Emergency Management Department will continue to strengthen its role in overall coordination, iterate and optimize the command platform functions, coordinate and mobilize the elite forces of relevant departments and units, establish a work team according to the "1+8+N" structure, and concentrate on physical operations starting from September.
