Answer: In July 2021, the General Office of the Communist Party of China Central Committee issued the "Opinions on Strengthening the Construction of Discipline Inspection Commissions in Central and State Organs and Departments", proposing the task of formulating work rules for discipline inspection commissions in organs. In December 2021 and June 2022, the Regulations on the Work of the Discipline Inspection Commission of the CPC and the Rules for the Work of Organizations Dispatched by Discipline Inspection and Supervision Organs were issued successively. As the primary discipline inspection committee of the Party in the central and state organs, the discipline inspection commission of the organ must, on the basis of implementing the common requirements of the Party Central Committee for discipline inspection commissions at all levels, closely combine the actual discipline inspection work of the central and state organs, further clarify the leadership system, refine the duty performance procedures, and at the same time, strengthen the work connection with the discipline inspection and supervision team dispatched by the Central Commission for Discipline Inspection and the State Supervision Commission. Q: Could you please introduce the main process of drafting the Rules?
Answer: The drafting of the Rules has gone through a process of extensive research, in-depth argumentation, repeated revisions, and continuous improvement. After the drafting work started, we adopted methods such as on-site visits, questionnaire surveys, telephone interviews, and discussions to listen to opinions and suggestions from various aspects of central and state organs. We carefully summarized the experience of standardized construction of disciplinary commissions in recent years, and conducted in-depth discussions and research on key and difficult issues at both theoretical and practical levels. After forming the initial draft, after multiple discussions and repeated revisions, opinions were widely solicited from various departments of the central and state organs, as well as from the disciplinary inspection and supervision teams dispatched by the Central Commission for Discipline Inspection and the National Supervisory Commission. The Central Commission for Discipline Inspection and the National Supervisory Commission were also requested to conduct review and control. After the draft was formed, we conducted a compliance review in accordance with the Party's legislative work regulations. It was reviewed and approved by the Central and State Organ Working Committees on June 19 this year, and officially released on July 11. Answer: During the drafting process, we emphasized the following principles: firstly, we adhere to political leadership.The second is to adhere to regulatory positioning. In response to the fact that the disciplinary commission of the organization is not only the grassroots disciplinary inspection committee of the Party, but also an internal disciplinary inspection institution within the department, the characteristics of the disciplinary commission of the organization as a first level organization and an institution are integrated, and the positioning of organizational regulations and work regulations is taken into account, synchronously regulating the operation of the organization and work. The third is to adhere to a systematic concept. Answer: The Rules consist of 6 chapters and 41 articles.
The first chapter "General Provisions" elaborates on the guiding ideology of the work of the disciplinary commission of the organization, clarifies the nature and positioning of the disciplinary commission of the organization, and proposes six principles that the disciplinary commission of the organization must follow in fulfilling its responsibilities and carrying out its work.
Chapter 2 "Leadership System" mainly regulates the working relationship between the disciplinary commission of the organization and its superiors and subordinates.
