From the evening of July 26th to the early morning of July 27th, Gulin County, Luzhou, Sichuan Province, was hit by heavy rainfall. A car carrying one adult and two children was trapped in a flood, and the water level rose almost above the roof.

On the early morning of July 27th, members of the Patrol Brigade of Gulin County Public Security Bureau, Gui Fei, Kang Anyou, Chen Lin, and Zhong Yingchun, discovered on patrol and immediately carried out rescue operations. One of the children was feeling unwell due to choking on water. Kang Anyou lifted him over his shoulder and quickly waded through a chest high stream to be taken to a nearby hospital. After treatment, the three of them were unharmed.

On the morning of July 28th, Liu Gang, member of the Party Committee and Deputy Director of the Luzhou Public Security Bureau, arrived at the Joint Logistics Police Station of the Gulin County Public Security Bureau and presented Kang Anyou with the first class commendation from the Municipal Bureau.

The video of Kang Anyou lifting his child in the flood has become popular on the internet, with netizens giving likes to the rescue and leaving messages such as "Thank you for standing up" and "Good people always shine". While giving likes, netizens expressed their hope that this auxiliary police officer could become a regular, saying, "Such a good police officer should become a regular immediately.".

On July 30th, personnel from the relevant departments of the Luzhou Public Security Bureau told the emergency call that receiving a first-class commendation for auxiliary police officers does not mean that they can be promoted to regular positions, but rather a reward. "Being promoted to regular positions means being promoted to a public institution, and exams are required."

Auxiliary police officers who meet the conditions can participate in the targeted recruitment examination for auxiliary police officers. According to the "Management Measures for Police Auxiliary Personnel of Public Security Organs in Sichuan Province" implemented from 2021, public security organs recruit people's police officers for particularly outstanding police auxiliary personnel.

Liu Ya was trapped in the car by the rainstorm. Some cars around her were washed away, and the car she was riding had floated up. She was carrying her son and two nieces by her side, with 6-year-old Linlin and 4-year-old Nono both standing in the back seat. Liu Ya held her one and a half year old son with both hands, and his son was still crying loudly.

Liu Ya was holding one and holding another, unable to move and unsure of how to save herself. Fortunately, at this moment, she saw a police car driving nearby and shouted for help, only to be discovered by Kang Anyou and her colleagues.

Kang Anyou is an auxiliary police officer of the Gulin Patrol Brigade. At 6pm on the 26th, Kang Anyou and colleagues Guifei, Chen Lin, and Zhong Yingchun began patrolling. At 3am, when they patrolled to the entrance of the government center, they found Liu Ya's car and heard her cry for help.

Kang Anyou recalled that at that time, water had already entered the interior of the vehicle. He saw another vehicle with no one in it being washed away by the water flow, and he was very anxious. Park the car aside with colleagues and wade into the water to get to the side of the car. The water was already as high as my chest. "At that time, there was only one thought in my heart - I had to save them," Kang Anyou said.

Kang Anyou and his colleagues picked up three children from the window and rescued the adults. And send them all to the hospital. According to the video shot on site at the time, Kang Anyou picked up Nono in the muddy, turbulent, and chest high water. Nono's head was drooping, his hair was completely wet and still covered in mud.

After being rescued, Nono was taken to the hospital on the spot. Fortunately, there were no injuries and he left the hospital at 10:30 am that day.

After rescuing Liu Ya's family, Kang Anyou and his colleagues went to the Gansu Pharmaceutical Factory at 52 Xiwai Street, where a middle-aged woman was trapped in the water. The pharmaceutical factory is a two-story small building. When they arrived at around 7 o'clock, the water flow had already submerged the first floor and was about to submerge the top of the second floor. Looking around, there was a vast yellow ocean.

Kang Anyou and her colleagues carried life ropes and lifebuoys into the water. As the trapped person was not tall, they were worried that she would be submerged in water. So they tied the rope to the lifebuoy, put it on her, and carried her up high. When she went out, the trapped person was worried that her phone would be washed away by the water, so she raised it high. Kang Anyou and her colleagues also helped her put the phone in her chest pocket.

After the end of duty, the leader asked Kang Anyou and colleagues to rest. But Kang Anyou couldn't sleep at all, he was still thinking about rescue work.

On the afternoon of the 29th, Kang Anyou appeared at the public security bureau with a tired expression on his face. For the past three days, he has been almost always on the front line of disaster relief and rescue. Liu Ya also appeared with her three children. As soon as they met, she and the children were emotional and shouted, "Thank you Uncle for saving the lives of the family.".
