In 1996, he graduated from the Philosophy Department of Sun Yat sen University and joined the Guangdong Provincial Government Office. In November 2004, he was transferred to the Guangdong Provincial Government Secretary Group and served as a Secretary of the Department, Deputy Secretary, and General Secretary.
