On July 27th, the official website of the China Maritime Safety Administration released the investigation report on the collision accident between the Weihai "12.22" "Jinwangling" ship and the "Lurishan Fishing 61027" ship.
At around 01:50 on December 22, 2022, the Weihai "12.22" "Jinwangling" ship collided with the "Lurishan Fishing 61027" ship, causing the "Lurishan Fishing 61027" ship to sink, resulting in 5 deaths and 6 missing persons.
The investigation report clearly states that the failure of the two ships to make sufficient judgments about the situation at the time and take effective avoidance measures in good visibility weather conditions was the direct cause of the collision accident. The fact that the number of crew members on the "Lurishan Fishing 61027" vessel exceeded the approved number of crew members in the "Domestic Marine Fishing Vessel Safety Certificate" is the direct reason for the expansion of the accident losses.
The investigation report pointed out that after the two ships formed a collision danger, the "Jinwangling" ship, as a passing ship in a cross encounter situation, failed to give way to the "Lurishan Fishing 61027" ship in accordance with the "Collision Avoidance Rules" in a timely manner. During the process of two ships approaching each other, creating an urgent situation and an urgent danger, both ships did not consider the environment at the time and actively took the most helpful measures to avoid collision.
The investigation report determined that this accident was a major water traffic accident for which both parties were responsible. The "Jinwangling" vessel, as a passing vessel, failed to take early avoidance actions, resulting in an urgent situation. Its fault level is greater than that of the "Lurishan Fishing 61027" vessel, and it should bear the main responsibility for this accident; The Lurishan Fishing 61027 vessel should bear secondary responsibility.
