The Discipline Inspection Commission of Rizhao City has reported three cases of poor grassroots governance, as well as typical problems of irresponsibility, inaction, misconduct, and false behavior

The former head of the Agricultural Production Management Department of the Agriculture and Rural Bureau of Donggang District, Gao Yueliang, violated law enforcement regulations

From March to July 2022, Gao Yueliang served as the head of the Agricultural Production Management Department of the Donggang District Agriculture and Rural Bureau. Despite knowing that administrative enforcement measures such as detention had been transferred to the comprehensive law enforcement department, he led multiple teams to illegally seize and destroy crops and vegetable seeds from multiple agricultural supply stores. In addition, Gao Yueliang also has the problem of using his authority to facilitate and illegally accept banquets from management service recipients.

In April 2023, Gao Yueliang was given a serious warning within the party; Shen Yongliang, a member of the Party group of the District Agriculture and Rural Bureau and director of the District Agricultural Technology Service Center, bears leadership responsibility and has been given a government warning.

He Xinghong, former Secretary of the Party General Branch in Guanzhuang Village, Lingyang Street, Juxian County, was found to be perfunctory in handling the issue of subsistence allowance verification

In June 2022, He Xinghong perfunctorily handled the implementation of dynamic management and verification of subsistence allowances by replacing verification with signatures, resulting in multiple unqualified personnel in the jurisdiction illegally enjoying subsistence allowance benefits. In addition, He Xinghong also has other disciplinary and illegal issues.

In May 2023, He Xinghong was expelled from the party and his public welfare position was cancelled.

Xu Yanbiao, former deputy director and staff member of the Disabled Persons' Federation in Wulian County, as well as the head of the Ministry of Education and Employment, did not strictly review and control the distribution of vocational skills training subsidies for people with disabilities

In March 2023, Xu Yanbiao was given a warning within the party.

The notice states that

The above three typical cases, some of which violate law enforcement and take bribes, some of which are passive and irresponsible, some of which are not strictly regulated and have neglected their duties, are typical manifestations of poor grassroots governance and the problem of irresponsible, irresponsible, and false actions, seriously affecting the credibility of the Party and government, and eroding the sense of gain and happiness of the people. Notification requirements

The party committees at all levels in the city should further enhance their political stance, strictly implement the requirements of coordinated rectification at the provincial, municipal, and county levels, consciously fulfill the main responsibility of local and departmental units for special rectification, conduct in-depth investigations, classify and implement policies, and systematically address a number of prominent problems strongly reflected at the grassroots level. He is currently undergoing disciplinary review by the Sixth Discipline Inspection and Supervision Group dispatched by the Weihai Municipal Commission for Discipline Inspection and Supervision, as well as investigation by the Rongcheng Municipal Commission for Supervision.

Texas City:

Zheng Changsheng, former executive director of Dezhou Liuhu Investment Development Co., Ltd., is suspected of serious violations of discipline and law. He is currently undergoing disciplinary review by the Discipline Inspection and Supervision Working Committee of Tianqu New Area in Dezhou and investigation by the Supervision Committee of Lingcheng District in Dezhou.
