On August 22nd, Pengpai News learned from the Ministry of Water Resources that as of now, a total of 136400 people and 214000 small and large livestock in Gansu have been temporarily affected in terms of drinking water, and the area of crops affected by drought is about 2 million acres.
Last winter and this spring, drought occurred in some parts of cities such as Jiuquan, Zhangye, Wuwei, Tianshui, and Pingliang. After April, the precipitation in the province significantly increased, and the drought was basically relieved. Since mid July, 10 cities and 20 counties, including Jiuquan, Zhangye, Jinchang, Wuwei, Lanzhou, Tianshui, Dingxi, Baiyin, Pingliang, and Qingyang, have experienced relatively low precipitation and high temperatures. The drought situation has reappeared and rapidly developed.
The Central Committee of the Communist Party of China and the State Council are very concerned about the drought situation in Gansu Province, and Premier Li Qiang has issued important instructions. The Ministry of Water Resources attaches great importance to it. On August 14th, it launched a Level IV emergency response for drought prevention in Gansu, Inner Mongolia, Qinghai, and Ningxia provinces and regions, and dispatched a working group to inspect and guide the drought resistance work in Gansu Province. On August 15th, the Ministry of Water Resources organized a special meeting to analyze and assess the drought situation in Gansu Province, and to study and deploy various measures to combat drought and ensure water supply.
The Gansu Provincial Party Committee and Government attach great importance to drought resistance work and have held multiple meetings to study and deploy special topics. The Gansu Provincial Department of Water Resources organized timely consultations and judgments among water departments at all levels, quickly mobilized and deployed to promote water conservation and drought resistance, worked hard to reduce losses, and made every effort to ensure water supply safety.
The Gansu Provincial Department of Water Resources guides various regions to improve emergency plans for drought resistance and supply, optimize and adjust water supply plans, timely issue warnings to society, strengthen the scheduling and management of water sources, adopt measures such as activating emergency water sources for drought resistance, constructing new drought resistance wells, extending pipeline networks, organizing water supply to remote areas, setting up temporary centralized water supply points, implementing mandatory water conservation, limiting water consumption in high water consuming industries, providing water in stages and at different times, staggered water use, and mobilizing the public to store water in advance, and doing everything possible to ensure basic domestic water use for the people.
Issuing the Notice on Effectively Doing a Good Job in Current Drought Relief Work, arranging and deploying drought relief work. Organize large-scale water diversion projects such as Jingdian, Yinda, and Yintao to increase the total and frequency of water supply, carry out water supply and diversion at full capacity, and fully guarantee the demand for drinking water. As of now, Jingdian Engineering has transferred 71.99 million cubic meters of water to Minqin, an increase of 3.16 million cubic meters compared to the same period in previous years; Transfer 88.5 million cubic meters of water to Gulang, an increase of 3.22 million cubic meters compared to the same period in previous years. Zhangjiachuan County has effectively solved the drinking water problem for urban and rural residents through emergency well drilling and the implementation of reservoir connectivity projects. Cities and counties with severe drought, such as Jinchang, Wuwei, and Shandan, have taken measures such as stopping irrigation to ensure supply, limiting water and saving water, and transporting water to ensure people's drinking water.
At present, the drinking water of the public has been affected to some extent, but the water supply guarantee measures are in place, and there has been no phenomenon of prolonged water shortage.
In addition, the Finance Department of Gansu Province has urgently issued a provincial-level water conservancy and drought relief fund of 10.4 million yuan to support counties and districts with severe drought conditions, such as Shandan, Yongchang, Gulang, Jingyuan, and Yongdeng, in carrying out drought relief emergency work. At the same time, a special report was submitted to the Yellow River Water Resources Commission of the Ministry of Water Resources, requesting an increase of 295 million cubic meters of emergency water allocation quota for drought resistance in Gansu Province, to alleviate the severe drought situation in the central part of Gansu Province and the Shiyang River Basin.
