Carlin specifically pointed out that the United States needs to strengthen its industrial base to fulfill its obligations under the Anglo American alliance. One of the commitments of the United States is to build a nuclear submarine for Canberra.
However, in July of this year, the US Navy admitted that it currently cannot afford to build new submarines for Australia - due to low planning efficiency and material supply factors causing delays in shipyard progress, nearly 40% of US submarines are still under maintenance. Carlin said that this may affect the United States' commitment to supply submarines to Australia.
At the same time, Carlin announced a significant investment by Australia in the US military industrial complex: Canberra will make a "historic investment" in the US submarine production industrial base.
