"Top" electronic cigarette is poison, not "smoke"
A kind of electronic cigarette that can "go up" is illegally traded in bars, KTV and other entertainment places. This kind of smoke appearance is exquisite, slender, and ordinary electronic cigarettes do not look much different. However, this is not a cigarette, but a new type of drug. Beijing court concluded a case of trafficking synthetic cannabinoids electronic cigarettes and cigarette oil and other new drug crimes.
Tian was arrested by the Beijing police for drug-related crimes and voluntarily confessed that he had bought an electronic cigarette and cigarette oil containing drug ingredients from Wang many times.
After investigation, Wang Moumou is an employee of a company. Tian bought two "top" electronic cigarettes and two bottles of cigarette oil from Wang at the price of 1400 yuan. After payment, Wang Moumou sent the things to Tian by "flash delivery.
The police found electronic cigarettes and smoke oil from a home in Tian. It was identified as containing synthetic cannabinoid drugs. The next day, the police arrested Wang Moumou at his residence and seized 129 e-cigarettes and 141 bottles of canned cigarette oil. The detection rate of cannabinoids was as high as 95.6 per cent.
According to Tian's account, when he first came into contact with this kind of electronic cigarette, he didn't know that it contained drug ingredients. Later, he became addicted to it. He felt particularly uncomfortable if he didn't smoke it. He suspected that it contained drugs. He found it on the Internet and confirmed it, but it was too late to extricate himself. The "new goods" sold by Wang to Tian are more powerful than the "old goods", with higher drug content and more addiction. "I want to smoke again after smoking. I can't help myself." This is how Tian describes his feelings.
Police investigation found that Wang is an important "agent" of synthetic cannabinoid e-cigarette oil products in Beijing. He not only hoards a large number of goods, but also sells them in restaurants, KTV, fitness centers and other public places, causing great social harm. After trial by the court, Wang Moumou was sentenced to 15 years in prison for drug trafficking, deprived of political rights for 2 years, and confiscated 60000 yuan of personal property. On July 1, 2021, synthetic cannabinoids were included in my country's "Supplementary Catalogue of Controlled Varieties of Non-medicinal Narcotic Drugs and Psychotropic Drugs" and were officially listed as drugs for control. As a new type of synthetic drug, this kind of drug has the characteristics of lower production and acquisition cost, greater hallucinogenic effect and stronger addiction than traditional marijuana. In a drug trafficking case involving electronic cigarettes tried by the Beijing Third Intermediate People's Court, the defendant Yang bought synthetic cannabinoid powder and other "condiments" from the Internet to make his own electronic cigarette oil, and put it into an electronic cigarette rod to make an electronic cigarette. In order to expand sales, Yang gave his product a nice name-"Magic Fairy Castle", and promoted and sold it online through WeChat. For the crime of drug trafficking, Yang was sentenced to 7 years and 6 months in prison, deprived of political rights for 1 year, and fined 80000 yuan.
Because the new drugs are very camouflage, and even packaged into trendy goods, leading to drug crimes showing a younger trend. Therefore, young people with strong curiosity are easy to become high-risk groups of new drug abuse. Some people also participate in trafficking while taking drugs, and gradually infiltrate into university campuses.
Take the Beijing court as an example. In the past three years, in the criminal cases involving synthetic cannabinoid drugs concluded by the Beijing court, most of the trafficking targets are college students, and the average age of the persons involved is 24.5. In the three cross-provincial "electronic cigarette oil" related cases heard by the Fengtai Court, the five defendants were between 18 and 25 years old, and 4 of them were college students.

They should be cautious in making friends and do not try "new products" of unknown origin when entering and leaving entertainment places ". For products such as electronic cigarettes or other foods, if words such as "above" and "pleasure" are mentioned in the propaganda, we must be vigilant, and if illegal and criminal acts are found, we must promptly report to the public security organs.

Online shopping "fairy water" means more covert
From June to July 2021, Lin bought 25 bottles of suspicious liquid from Malaysia through the Internet, totaling 200.89 grams, and mailed them to a building in Haidian District through DHL. After identification, these suspicious liquids contain drug ingredients GHB, also known as "obedient water" and "fairy water".
In this case, Lin bought drugs from his home through the Internet, paid drug money to the other party through Alipay, received the goods through international logistics express channels with false names, then published the purchased drug information in his Twitter account, sold them through WeChat group, and mailed the drugs with false identities. Drug-related personnel often use secret language to communicate in the process of online transactions. After the transaction is completed, chat records and transfer records will be deleted. The means of committing crimes are hidden, which increases the difficulty of investigation and evidence collection. Lin was sentenced to 1 year and 10 months in prison and fined 20000 yuan for drug smuggling.
When Ms. Wang traveled abroad, she came into contact with a kind of "leaf smoke", which is a cigarette made by mixing drugs with ordinary tobacco. Ms. Wang felt that smoking could relieve work anxiety and stress, so she indulged in it.
Later, Ms. Wang contacted Liu mou, who was selling and sucking, through wechat and began to buy from Liu mou. Every time a customer orders, Liu walks to a supermarket two or three kilometers away from his place of residence and sends drugs by city express. Synthetic cannabinoids were also detected in the tobacco shred that the police seized from a certain place in Liu. Liu was sentenced to eight years in prison by the Xicheng Court for drug trafficking. Ms. Wang was dealt with separately.

According to statistics from the Beijing Higher People's Court, nearly 70% of drug criminal transactions rely on the Internet, and non-contact methods such as "Internet logistics delivery and electronic payment" are more common. Drug transactions have obvious characteristics of "separation of people, money, and drugs", and criminal methods are more concealed. The difficulty of collecting and investigating cases has further increased. A man was sentenced to death for possession of drugs in milk powder cans.
The Beijing High Court recently reported a case of Chen Moumou smuggling of large quantities of drugs. The man who moved to Brazil, Chen Moumou, was poisoned abroad and met members of a drug cartel. In 2019, the drug cartel asked Chen Moumou to take drugs from Brazil to Shenzhen, China, promising to pay for everything. Chen arrived at Beijing Capital International Airport on an international flight and was about to transfer to Shenzhen. He did not declare any items to the customs when he entered the country.
However, customs staff found a lot of milk powder cans in Chen's suitcase during the machine inspection. Inside were propolis-flavored white powder sealed with transparent plastic bags. The smell of non-ordinary milk powder was detected with drug test paper and turned out to be cocaine. Upon examination, Chen's two suitcases contained a total of 30 milk powder cans containing cocaine powder, with cocaine content ranging from 57.5 per cent to 59.4 per cent and net weight exceeding 24 kilograms. Chen Moumou was caught on the spot and all the drugs were confiscated.
In view of the large amount of drugs smuggled by Chen, the high content of drugs, the great harm to society, and the extremely serious crime, the court did not give a lighter punishment. Chen was sentenced to death, deprived of political rights for life and confiscation of all his personal property for the crime of drug smuggling. Chen pleaded guilty and did not appeal. With the approval of the Supreme Law, Chen was executed.
