New Highlights of Regional Development | Cultivating a New Model of Elderly Care in Different Regions -- New Observations on the Integrated Development of the Yangtze River Delta: Five One Integration | Yangtze River Delta | Different Regions
"Promote the sharing of basic public services to facilitate" "to seek more benefits to the people's livelihood, more people's livelihood concerns, in the integration of development to make up for the people's livelihood shortcomings" ...... General Secretary Xi Jinping in the solid promotion of the Yangtze River Delta integration development forum stressed.
The aging population is an important challenge facing the current social livelihood field in the Yangtze River Delta. By the end of 2022, the elderly population in three provinces and one city of the Yangtze River Delta has totaled 47.89 million, accounting for 22.2% of the total registered residence population, higher than the national average.
How to further promote the convenience of remote elderly care? How to leverage market forces to increase the supply of high-quality elderly care services? How to provide experience and templates for the whole country in exploring institutional mechanisms? Focusing on solving the deep-seated problem of population aging, reporters have recently conducted research in multiple areas of the Yangtze River Delta.
Remote elderly care and migratory bird style elderly care make "energetic elderly" more energetic
Across from the community, there is a clear river 20 meters away. It is summer, and nearby villagers have grown many mulberry fruits in their fields. After walking around, they can still pick a handful of wild flowers... In fact, Zheng Chengju, a 70 year old Shanghai aunt who was born and raised here, has been living in the Aiyuan Nursing Home in Tongxiang, Zhejiang for nearly 4 years.
She repeatedly emphasized the "superiority" of the natural environment here, as well as the "fresh air in the mountains and fields, no amount of money can buy it.". Zheng Chengju said that taking the subway line 9 from his home in Shanghai to Songjiang South Station, then taking the high-speed rail to Tongxiang, and finally to the nursing home takes about two hours.
The high cost-effectiveness is also one of the important reasons why Zheng Chengju chose to provide elderly care in Tongxiang. Compared to the affinity source in Shanghai, the project fees in Tongxiang are much cheaper, with relatively cheaper daily necessities such as rice, flour, oil, and seafood. "The service quality does not decrease, but the cost of living is lower. Why not change to a different place for elderly care?" she said.
Journalists have found through research that with the continuous promotion of the integrated development strategy of the Yangtze River Delta, the level of transportation convenience is constantly improving. Nowadays, remote elderly care, travel style, and bird style elderly care have become the choices of many "energetic elderly" who are able to walk and take care of themselves.

The reporter conducted research in Anhui and found that the health and wellness base under the Green Treasure Group, located in Jing County, Xuancheng City, receives over 100 elderly people every day. Shi Yongwu, Deputy General Manager of Anhui Lvbao Group, introduced that these elderly people usually stay at the base for four to five days, while also visiting nearby attractions such as Chaji Ancient Village and Xuan Paper Cultural Center.
The relevant person in charge of the Civil Affairs Bureau of Anji County, Zhejiang Province, introduced that Anji attracts a large number of elderly people from the Yangtze River Delta to live there every year. In Dongling Village, Shangshu Township, there are only three to four hundred permanent residents in this village. From May to October each year, there are three to four thousand elderly people from other places who live there every day; The retirement and vacation apartments in Zhangwu Town attract about 20000 elderly people to live here for a short period of time every year.
"The Yangtze River Delta is geographically close and has close social relationships. For example, many elderly people in Shanghai were originally from Zhejiang and Jiangsu, and their dietary habits are also similar. Whether it is for the needs of 'returning to their roots' or for cost-effectiveness, there is a need for remote elderly care." Liu Deming, the relevant person in charge of Shanghai Life Insurance Tang Elderly Care Service Co., Ltd., introduced that currently, Life Insurance Tang has opened about 30 nursing homes in Shanghai and 6 in Jiangsu.

Policy guarantee to meet the needs of elderly people seeking medical treatment in different places
According to data released by the Aging Health Department of the National Health Commission, as of 2021, the number of disabled, semi disabled, and dementia stricken elderly people in China has reached 45 million. Compared to "energetic elderly", the issue of elderly care for disabled elderly is particularly prominent.
The head of a nursing home told reporters that after the elderly become disabled or partially disabled, their basic diet and daily life become problems. In addition, they are also prone to developing pressure ulcers and even contracting more serious diseases. Not only do elderly people suffer greatly, but for their families, the time and financial costs of caring for them are also a significant burden.
"Due to the concept of 'falling leaves and returning to their roots', many elderly people who are disabled actually want to return to their hometowns for elderly care." Feng Jianguang, Chairman of the Shanghai Yangtze River Delta Regional Elderly Care Service Promotion Center, introduced that in recent years, in order to better reduce the burden of remote elderly care for disabled elderly people in the Yangtze River Delta, the three provinces and cities of Shanghai, Jiangsu, Zhejiang, and Anhui have made certain progress in promoting remote settlement of medical insurance and long-term care insurance.

According to the relevant person in charge of the Shanghai Medical Insurance Bureau, starting from 2021, Shanghai medical insurance, civil affairs and other departments have started to promote the implementation of pilot projects for extended settlement of long-term care insurance. As of the end of 2022, three batches of pilot projects for extended settlement have been launched. Currently, the pilot projects cover 12 cities in Jiangsu, Zhejiang, and Anhui provinces, with a total of 32 institutions, involving 6 chain elderly care institution brands, providing more choices and support for disabled elderly people to live in different places.
At the same time, all 41 cities in the Yangtze River Delta have achieved full coverage of direct settlement of outpatient expenses, involving more than 15000 medical institutions, with a total settlement of more than 17 million people, and involving medical expenses of more than 5 billion yuan. In the Yangtze River Delta Ecological Green Integration Development Demonstration Zone, more barriers have been broken down. At present, Shanghai Qingpu, Jiangsu Wujiang, and Zhejiang Jiashan have achieved exemption from filing for medical insurance settlement in different locations, and have piloted a list of elderly public services, as well as a unified standard for elderly subsidies for centenarians. At the same time, the three regions are actively exploring mutual recognition and exchange of standards for "elderly care institution services and management" and "elderly care evaluation".

Establish a sound regional coordination and cooperation mechanism to increase the high-quality supply of elderly care products
The reporter learned from the press conference on the achievements of integrated development in the Yangtze River Delta held in Hefei, Anhui on June 6th that the three provinces and one city will accelerate the construction of ecological green health and wellness bases in the Yangtze River Delta. Integration pilot projects will be carried out in areas such as rating of elderly care institutions, recognition of occupational skills in elderly care, and settlement of long-term care insurance in different locations, supporting the chain and scale development of elderly care service enterprises, and encouraging the promotion of long-distance elderly care, migratory bird style elderly care, recuperation style elderly care, and pastoral elderly care models in the Yangtze River Delta region.
According to research conducted by reporters, influenced by their beliefs, there are still a few elderly people who are willing to voluntarily move into nursing homes, especially those who can enjoy remote elderly care services, let alone try new "black technology" auxiliary products. In Feng Jianguang's view, in addition to further improving regional coordination mechanisms such as long-distance medical insurance and long-term care insurance settlement, it is also necessary to stimulate market forces, encourage industry innovation, and provide more high-quality products and services at a good price.
The establishment of Dr. Wang Xiaolin's studio at Fudan University, the opening of a two-way referral green channel between Yancheng and Shanghai's well-known tertiary hospitals, and the visit of Shanghai experts every Saturday... Zhang Chengyang, Vice President of Jiangsu Yancheng Fuxing Hospital, introduced that under cross regional cooperation, the hospital is integrating professional medical care, rehabilitation, wellness, anti-aging health services and other medical and nursing services, opening up a new medical model for big health.
Technology is also empowering the elderly care industry.

According to the instructions on the computer, sliding left represents fruits, sliding right represents vegetables... Through this simple game, one can roughly determine the health status of the brain. Recently, at the Qinchuan Street Comprehensive Elderly Service Center in Changshu, Jiangsu Province, a digital early screening project for cognitive impairment targeting community elderly people has been launched, attracting a large number of elderly people's attention.
"Some elderly people show signs of memory decline in their daily lives, but the deeper reason may be a decrease in attention. Early screening and treatment can help delay the onset of Alzheimer's disease." Zhang Peizhen, Vice President of Shanghai Bosten Network Technology Co., Ltd., the main developer of the product, introduced that the company is committed to using AI technology to promote early screening of elderly people with Alzheimer's disease. Currently, it has been implemented in multiple nursing homes and hospitals in the Yangtze River Delta.
"At the end of the day, elderly care is a service industry, and its focus is still a 'person'. The Yangtze River Delta is taking the lead in exploring and providing useful experience for the whole country," said Feng Jianguang.
