The construction of platform carriers continues to advance, with 165 cross-border e-commerce comprehensive pilot zones, over 2000 overseas warehouses, 39 market procurement and trade pilot zones, 21 free trade pilot zones and Hainan Free Trade Port, and 156 comprehensive bonded zones successively approved or established.

New formats and models are conducive to the stability and development of foreign trade. Cross border e-commerce enterprises and other new formats generally adopt a flat organizational structure, which is conducive to reducing intermediate links, lowering transaction costs, improving enterprise competitiveness, and expanding trade scale. The application of digital technology and digital tools will promote the optimization and improvement of all aspects of the foreign trade process. The development of new business models such as supply chain management service providers and foreign trade comprehensive service enterprises will help reduce the threshold for engaging in import and export trade, increase the possibility of domestic enterprises, especially small and medium-sized enterprises, engaging in import and export trade, and stimulate the vitality of foreign trade entities.

The new formats and models also have the characteristics of networking, sharing, and specialization. The vigorous development of digital exhibitions, social e-commerce, product crowdfunding, big data marketing, and the integration of online and offline, as well as the establishment of domestic and overseas linkage marketing systems, are all conducive to expanding the development space of foreign trade enterprises. The new business model of foreign trade is conducive to improving the digital and intelligent level of foreign trade enterprises by means of the Internet, big data, intelligent manufacturing and other technical means, and further to gathering global talents, technologies, brands, standards, capital and other high-quality production factors by improving trade and investment facilitation and other ways, so as to promote the transformation and upgrading of foreign trade enterprises.

At present, the improvement of China's economic operation is mainly restorative, with weak endogenous driving force and insufficient demand. Economic transformation and upgrading face new obstacles, and promoting high-quality development still requires overcoming many difficulties and challenges. Restoring and expanding demand is the key to the sustained recovery and improvement of the current economy. To promote innovative development of cross-border e-commerce. On the basis of consolidating existing markets, focus on exploring new markets and creating new business growth points. Encourage local governments to combine their industrial and endowment advantages to build comprehensive cross-border e-commerce pilot zones, actively develop models such as "cross-border e-commerce+industrial belt" and "cross-border e-commerce+characteristic products", create cross-border e-commerce live streaming bases, cultivate a group of large benchmark enterprises around cross-border e-commerce platforms, logistics, payment and other links, and drive the development of import and export trade.

We need to continuously improve the level of trade facilitation. By benchmarking against the international advanced level, focusing on optimizing the port clearance environment, improving the quality and efficiency of port and shipping services, promoting the digital transformation of ports, accelerating the green, low-carbon, and intelligent development of ports, and building a stable and transparent port environment, we will make every effort to create a market-oriented, legal, and internationalized first-class port business environment. Support various regions to strengthen the construction of "smart ports" and pilot the reform of customs clearance models, with a focus on deepening the construction of "single windows", expanding the application scope of measures such as "linked unloading" and "ship side direct lifting", and improving the efficiency of goods circulation; Further facilitate the processing of export tax refunds, promote the implementation of exemption from filling out export tax refund declaration forms and invoices, and better serve foreign trade enterprises. Promote the implementation of the B2B export sea freight list model for cross-border e-commerce, facilitate cross-border e-commerce returns, and allow cross-border e-commerce import and export goods to be merged into the same master order for export declaration.

We need to accelerate the construction of policy and institutional guarantee systems. By refining the types of data collection, clarifying statistical standards, and improving data application capabilities, establish and improve the data statistics system for new trade formats and models. Encourage eligible new forms and models of foreign trade enterprises to obtain financing through listing, issuing bonds, and other means. Strengthen international cooperation in areas such as intellectual property protection and cross-border logistics, and participate in the formulation of international rules and standards for new forms and models of foreign trade. In the process of negotiating trade agreements, actively carry out the construction of rules for new models and formats of foreign trade, actively propose, participate in, and lead the formulation and negotiation of relevant rules.
