On August 12th, Liu Huanxin, Deputy Minister of Agriculture and Rural Affairs and Director of the National Rural Revitalization Bureau, went to Hebei Province to investigate the assistance work for disaster stricken and poverty-stricken people.
Liu Huanxin visited Lucaowan Village and Songjiazhuang Village in Laiyuan County, Baoding City, as well as Nanyu Village and Zishikou Village in Laishui County to inspect the disaster situation, including the assistance industry, employment assistance workshops, "three guarantees", and drinking water facilities. He also visited and comforted the disaster victims and the staff of the China Rural Development Foundation who participated in local rescue efforts. During this period, a symposium was held to listen to the introduction of relevant situations from the Rural Revitalization Bureau of Hebei Province, Baoding City, Laiyuan County, and Laishui County, and to study and further improve the assistance work for the disaster stricken and poverty-stricken population.
Liu Huanxin pointed out that recent extreme heavy rainfall in North China, Huanghuai, and Northeast China has caused significant losses to people's lives and property, and has had a negative impact on consolidating and expanding the achievements of poverty alleviation. Rural revitalization departments at all levels should strengthen coordination and guidance, effectively operate the monitoring and assistance mechanism to prevent poverty return, comprehensively investigate the disaster situation of farmers, and achieve the goal of receiving and helping as much as possible. Make good use of the "green channel" policy. For farmers who are at risk of returning to poverty due to disasters and those who meet the policy requirements, first implement assistance measures and then improve relevant procedures to timely solve the "three guarantees" and drinking water safety issues of the disaster stricken impoverished population. In severely affected areas, provincial-level departments can coordinate the adjustment of financial linkage funds according to procedures, and inventory the financial linkage funds on a county-level basis. For those who have not arranged the use of financial linkage funds, priority can be given to using them for severely affected poverty-stricken areas and households. Make good use of cooperation between the East and West and designated assistance resources, widely mobilize enterprises and social organizations to participate, and provide multi-channel assistance to disaster stricken areas in response to disaster situations and recovery and reconstruction. Timely adjust and optimize assistance projects, prioritize industrial assistance projects that urgently need to be implemented due to disasters and necessary rural small-scale public welfare infrastructure restoration projects. For poverty alleviation project assets and village collective projects damaged by disasters, timely restore, rebuild, and revitalize them according to actual situations, support the development of courtyard economy and other production self rescue activities for poverty-stricken people, organize them to participate in post disaster reconstruction projects to obtain labor income, strengthen labor docking and organized labor output, and do everything possible to increase the income of poverty-stricken people.
