National Flood Control Office and Emergency Management Department: Some sections of the southern bank of the Songhua River and the right bank of the Nenjiang River exceed the warning and flood protection | Flood Control | Songhua River
On August 6th, the General Office of the People's Republic of China and the Ministry of Emergency Management continued to organize special video conferences on flood prevention and dispatch, to study and deploy flood prevention and disaster relief work in key areas.
The consultation pointed out that the floods of the Daqing River and Yongding River are currently passing through Tianjin, and the floods of the Ziya River are also expected to arrive. The pressure on embankments and flood storage areas to patrol and defend is high, and the rescue and reconstruction tasks for the disaster stricken people in Beijing and Hebei are relatively heavy. Some sections of the south bank of the Songhua River and the right bank of the Nenjiang River exceed the warning and protection limits, and the flood control pressure in Heilongjiang and Jilin provinces is relatively high. Guangxi and Yunnan are experiencing a new round of rainfall, with accumulated heavy rainfall and high risk of geological disasters caused by mountain floods.
The meeting emphasized the need to accelerate the speed of personnel search and rescue, continue to conduct comprehensive investigations and make every effort to search and rescue, quickly connect communication in disconnected villages, and do everything possible to rescue trapped people, while also ensuring the self-protection of rescue personnel. At present, there are many people transferring from Hebei, Tianjin, Heilongjiang, Jilin and other places. It is necessary to implement various living security measures in centralized resettlement sites, ensure that the people have no worries about food and clothing, are able to receive medical treatment when sick, accelerate recovery and reconstruction work, and ensure that the people return home safely. We need to continue to strengthen the inspection and defense of embankments in flood discharge and detention areas, scientifically arrange for orderly drainage in flood storage and detention areas, and implement the highest standards and strictest measures for flood prevention in the Tianjin area. We need to strengthen the inspection and rescue efforts of river embankments and embankments in flood storage and detention areas to ensure smooth flood discharge into the sea. Jilin and Heilongjiang provinces should focus on flood prevention and control in the main stream and tributaries of the Songhua River, such as the Lalin River, Ant River, and Mudan River, scientifically dispatch flood control projects, coordinate the left and right banks of the upstream and downstream, and strive to ensure the safety of embankments. In the near future, Guangxi, Yunnan, Jiangsu, Shandong, Henan and other places should focus on the most unfavorable situation to strictly prevent heavy rainfall at the extreme ends of the bureau, urge grassroots to focus on the "five key links", implement the "three resolute transfers", strengthen inspections and defenses of small and medium-sized rivers, reservoirs, tailings ponds, and weak embankments, and timely detect and deal with dangerous situations.
Currently, the National Flood Control Administration maintains a Level 2 emergency response for flood control in Tianjin and Hebei, and a Level 3 emergency response for flood control in Beijing, Jilin, and Heilongjiang. On August 5, the National Disaster Reduction Commission and the Emergency Management Department launched the national level IV disaster relief emergency response against the severe rainstorm and flood disaster in Jilin. On August 6th, the Ministry of Emergency Management, in conjunction with the National Grain and Material Reserve Bureau, allocated a total of 9000 household emergency packages to Tianjin, Jilin, and Heilongjiang to support the emergency relocation and resettlement of disaster affected populations.
