Using work as a substitute for relief refers to a supportive policy in which the government invests in the construction of infrastructure projects, and recipients of relief participate in the construction to receive labor remuneration, replacing direct relief. The reporter learned from the National Development and Reform Commission today that on the basis of a cumulative investment plan of 7.8 billion yuan issued in mid June, a significant increase of 3.1 billion yuan in work as a relief investment has been recently added to 22 central and western provinces.
This batch of newly issued investment plans within the central budget will attract nearly 100000 rural poverty-stricken people and other low-income groups to participate in project construction, and provide labor remuneration exceeding 1 billion yuan. Labor remuneration accounts for 33% of the central investment, and per capita income will increase by more than 10000 yuan. Priority will be given to supporting 832 poverty-stricken counties, key assistance counties for the revitalization of national villages, and relocation and resettlement areas for poverty alleviation. As of now, the National Development and Reform Commission, in collaboration with the Ministry of Finance, has issued a central investment of 10.9 billion yuan for the year 2023, driving various local funds of 2.7 billion yuan, and supporting the implementation of 2710 work for relief projects in local areas. After the implementation of the project, labor remuneration will exceed 3 billion yuan, attracting and driving 300000 rural residents in the project area to achieve local and nearby employment.
Next, the National Development and Reform Commission will supervise and guide local governments to accelerate the progress of using work as a substitute for relief projects, strengthen key links such as mass labor organization and labor remuneration distribution, and work together with relevant departments to vigorously promote the use of work as a substitute for relief in key engineering projects and agricultural and rural infrastructure construction. This will fully leverage the functions of using work as a substitute for relief to stabilize employment, protect people's livelihoods, and promote consumption.
